Result of Service
By 31st August, the consultant will assure or support delivery of the following:

(a) An inception report with workplan and timelines
(b) Direct support to consultation and review on identified number of consultations by local team.
(c) National Report of the MTR SF (validated by Prime Minister Office) (of maximum 20 pages, excluding appendices) representing key outcomes of MTR SF national consultations conducted by national (and local) governments, stakeholders. The report should follow the structure provided on the Template for Voluntary National Report.

Duties and Responsibilities
1. BACKGROUND
The Third United Nations World Conference on Disaster Risk Reduction was convened by decision of the United Nations General Assembly 1 from 14 to 18 March 2015 in Sendai, Miyagi, Japan, adopted a post-2015 framework for disaster risk reduction. The Sendai Declaration and the Sendai Framework for Disaster Risk Reduction 2015-2030 (Sendai Framework) were subsequently endorsed by Member States providing the framework for all-of-society and all-of-State institutions engagement in preventing and reducing disaster risks posed by both natural and man-made hazards and related environmental, technological and biological hazards and risks.
The Third United Nations World Conference on Disaster Risk Reduction invited the General Assembly “to consider the possibility of including the review of the global progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030 as part of its integrated and coordinated follow-up processes to United Nations conferences and summits, aligned with the Economic and Social Council (ECOSOC), the High-level Political Forum for Sustainable Development (HLPF) and the quadrennial comprehensive policy review cycles, taking into account the contributions of the Global Platform[s] for Disaster Risk Reduction and regional platforms for disaster risk reduction” and the Sendai Framework Monitor system. The Sendai Framework also calls upon “the United Nations Office for Disaster Risk Reduction, in particular, to support the implementation, follow-up and review of the Framework by: preparing periodic reviews on progress, […]as appropriate, in a timely manner, along with the follow-up process at the United Nations. Furthermore, the Co-Chair’s Summary of the 6th Session of the Global Platform for Disaster Risk Reduction held in Geneva on 13 – 17 May 2019 noted “the need for a midterm review of the Sendai Framework”
Recognizing that the period to 2023 marks the midpoint in implementing the Sendai Framework, as well as other related agreements, conventions and agendas 6 , in its resolution 75/216 of 21 December 2020, the UN General Assembly decided to “hold a midterm review of the implementation of the Sendai Framework in 2023 to assess progress on integrating disaster risk reduction into policies, programmes and investments at all levels, identify good practice, gaps and challenges and accelerate the path to achieving the goal of the Sendai Framework and its seven global targets by 2030”.
The overall objective of the MTR SF is to take stock of the implementation of the Sendai Framework to date, assessing progress made and challenges experienced in preventing and reducing disaster risk, identifying new and emerging issues, as well as changes in context since 2015, providing critical analysis so as to assist countries and stakeholders formulate recommendations for prioritized, accelerated and integrated international, national and local cooperation and action in the period 2023 to 2030, and to initiate nascent thinking on possible international arrangements for risk-informed sustainable development beyond 2030.
The MTR SF provides the opportunity for Member States and other stakeholders to examine lessons from the implementation of the SF framework to date, as well as risk reduction actions made in support of other relevant agreements, conventions and frameworks, and identify potential policy adjustments and new implementation modalities for the second half of the period of the Sendai Framework, that amplify and accelerate efforts to realize its outcome and goal, and those of the 2030 Agenda for Sustainable Development amongst other global agreements, frameworks and conventions.
In the view above, Member States were invited to assess the progress, gaps, and challenges in the implementation of the Sendai Framework at local, national, regional, and global levels as well as to share findings, good practices, and recommendations with UNDRR which will form part of the midterm review report. United republic of Tanzania among other countries, received the invitation and voluntarily informed the UNDRR the need to conduct national consultations, review and reporting as described in the MTR SF concept note and guidance.
To undertake the MTR SF assignment in the United Republic of Tanzania, a qualified Consultant is required to lead the national team in conducting national consultations, review and reporting following necessary steps highlighted in guidance and concept note.

2. DUTIES AND RESPONSIBILITIES
Under the overall supervision of the Chief of the Regional Office for Africa and the direct supervision of the Programme Management Officer Sendai Monitoring, in close liaison with the SFM P MTR SF Programme Officer and Senior Coordinator in the Director’s Office (DO), the consultant will support the development and roll-out of consultations and reviews at national and local levels, led/facilitated/moderated by UNDRR Senior Consultant for Africa for the MTR SF process. UN System partners and/or Stakeholders. The outcomes of the consultations and review will generate the national MTR SF report.


(a) Prepare a work plan with provisional timelines for Tanzania for producing the MTR SF report for Tanzania, starting with a stakeholders’ workshop, supported by UNDRR and the UNCT.
(b) Contribute to the preparation of the stakeholders’ workshop for national level, and possible additional local consultations and reviews.
(c) Identify various other national institutions’ planned meetings, events or processes in which the MTR SF additional consultations and review could take place, including face to face interviews.
(d) Literature review – review recent country status reports in terms of the implementation of the SF, but also relevant reports of various sectors that conduct activities that contribute to the implementation of the SF.
(e) For each consultation and review exercise, consult with EDRMC and the Senior MTR consultant as well as other collaborating partners (where relevant) and on the basis of the Guidance provided establish the modality to gather feedback (e.g. public sector/stakeholder/multistakeholder consultations; group/focus-group/one-on-one; in-person/virtual; surveys; pre-consultation surveys; unique organizational/entity level review; expert group meetings etc).
(f) Support the development of additional strategic or guiding questions (beyond the core questions) where relevant and subject to national/local contexts or thematic foci.
(g) Ensure the capture/collection/recording of in-depth content through consultations, surveys and reports (describing: progress, achievements, challenges, new and emerging issues, changes in context, recommendations for prioritized, accelerated and integrated collaboration and action in the period 2023-2030, as well as nascent elements for international arrangements for risk-informed sustainable development post-2030).
(h) Analyze all collected information & statistics, identifying common elements and recommendations for the inclusion in the final report.
(i) Draft a final national MTR SF report and present to National Platform for inputs and validation.

Qualifications/special skills
Academic Qualifications:
Advanced university degree (Master's degree or equivalent) in social science, public administration, disaster risk management, environmental sciences, urban planning, economics, finance, or other related discipline is required.

Experience:
The following qualifications are required:
(a) At least five years of proven professional experience in the areas of disaster risk reduction, sustainable development, environmental management, climate change, public governance or financing, economic development or combination thereof.
(b) Prior experience in engaging governments/stakeholders and facilitating multistakeholder consultations (in-person and virtual) and relationship management in Tanzania.
(c) Expertise in research/review and analysis, and the preparation and production of reports.

Language :
Fluency in written and spoken English and Kiswahili is required.
