ORGANIZATIONAL CONTEXT
The incumbent will provide core financial support the scale-up of the CBT operations particularly funded by the World Bank. The incumbent will provide strategic support to the Country Office and the Cash Working Group; Responsibilities include, amongst others, drafting, reviewing/commenting on substantive CBT guidance documents (such as SOPs); embedding value for money in all CBT interventions, developing good practice, and providing timely feedback through regular missions to Area Offices and Field Offices, to ensure the quality control and follow up on CBT deliveries and deadlines.
The incumbent will strive to maintain a strong cross-functional operational collaboration with other Units in the CO, AO and FO, esp. Programme and Logistics.
Furthermore, the CO is revamping and scaling up the CBT interventions, even to new locations. This position will contribute to strengthening the existing CBT Team at CO (Khartoum) level and extend support to the different AOs and Field offices as a roving officer.

KEY ACCOUNTABILITIES (not all-inclusive)
The incumbent will work independently, using technical knowledge and expertise to analise data, prepare reports, provide advice and solutions to problems, and identify opportunities for improvements. They may develop core processes and procedures:
1. Through engagement with all relevant stakeholders, offer technical support and guidance in preparation of financial assessment tools such as the Macro and Micro Financial Assessments;
2. Along with other unit’s staff, participate in key CBT cross-functional initiatives and discussions representing finance function in order to proactively contribute to embedding efficiency and value for money in these initiatives through advice on financial assessment, reporting and accounting;
3. Carry-out financial assessment of partners, financial service providers, and other entities as needed, providing conclusions to the supervisor to enable them to make informed decisions and minimize financial risk to the organization;
4. Ensure that bank reconciliation, disbursements, clearance of receivables, and monthly financial closure activities are performed regularly and in accordance with corporate requirements.
5. Coordinate the delivery of regular accurate financial reporting and analyses in accordance with International Public Sector Accounting Standards (IPSAS), ensuring accuracy, deadlines and compliance with accounting processes and corporate governance requirements.
6. Participate in the unit’s financial risk diagnostic activities aiming at identifying potential common issues and gaps and identifying ways to address these risks, including considering best practices in payments industry;
7. Supervise finance support staff, establishing priorities and work plans, monitoring progress, and providing coaching, training and guidance to ensure appropriate development and enable high performance.
8. Oversee the implementation of CO finance, budgeting and resource management operations, in order to support the timely and effective supply of food assistance, and comply with WFP standards and processes.
9. Carry out regular visits to Area/Field Offices as appropriate and assist in clarifying and improving proper application of policies and procedures, and prepare comprehensive reports on findings with improvement action plans.
10. Monitor and analyse financial and accounting data, identifying and forecasting trends, anomalies or issues, and proposing solutions to management with regards to: status of budgets, availability of funds, programme effectiveness and financial viability.

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University Degree and/or advanced courses/training in Business Administration, International Relations, Finance, and/or other relevant disciplines.
Experience: 5+ years or more of relevant progressive work experience in finance, business administration, and/or grant management. Proven experience in performing budget and programming-related tasks for large-scale programmes and familiarity with financial management.
Knowledge & Skills: Project management skills; grant management; financial reconciliation; CBT knowledge; budgeting skills.
Languages: Fluency (level C) in the English language.
