In Czech Republic, UNICEF, in close collaboration with the Ministry of Labour and Social Affairs (MoLSA), has partnered with Czech Red Cross to manage and implement a Humanitarian Cash Transfer (HCT) programme for refugee children with disabilities. The programme aims to address additional costs that the families experience due to their child’s medical condition or impairment. The program will provide cash to the carers of children (legal guardians) with disabilities, as well as ensure that their needs and vulnerabilities are identified and their access to the relevant basic and specialized services is ensured. In close consultation and coordination with MOLSA, it is planned to move the HCT programme’s beneficiaries onto the national scheme after a 12-month implementation. To lead the design, roll-out, and implementation of a cash response, UNICEF Czech Republic will hire a national Beneficiary Data Manager. The Beneficiary Data Management for HCT is critical to the establishment and subsequent functioning of the program with predictable payments in line with UNICEF data protection and privacy policies.

How can you make a difference?

Under the general guidance of the Social Policy Specialist and the Chief of Child Protection, the incumbent will be responsible for delivering timely beneficiary data management services while upholding UNICEF data protection policies. The beneficiary data manager will support the implementation of a cash benefit for approximately 4,000 carers of disabled children from the Ukrainian refugee population including all cash coordination activities with the Czech Republic Government and other partners.

Summary of key functions/accountabilities:

Under the direct supervision of the Social Policy Specialist, The Beneficiary Data Manager for HCT will be responsible for:

1. Beneficiary Data Management:

Provide guidance and oversight for the adequate use of UNICEF beneficiary data management system, Humanitarian Cash Operations and Programme Ecosystem (HOPE) for UNICEF and the implementing partners
Timely escalate to management risks related to personal data management with regards to implementation of HCT programm
Provide oversight of personal data use for efficient and effective delivery of individual payments/cash transfers and ensure all payments are made on time
Coordinate with the partner on training of the staff and provide technical support and oversight on registration and field operations, for data collection and data protection aspects
Support on developing data collection and data processing guidelines, monitor and report on technical arrangements and advice on corrective measures,
Consolidate different data sources such as KoBo registration surveys, RapidPro surveys, payment records in CashAssist, post-distribution monitoring (PDM) surveys and other monitoring data (such as market monitoring, grievance and feedback data, etc.) for the purpose of data analysis and data comparison, including longitudinal comparisons
Perform statistical analysis for report writing;
Ensure timely arrangement and signature of Non-Disclosure Agreements (NDAs) with UNICEF’s implementing partners, financial service providers and other entities who will require access to personally-identifiable information on UNICEF beneficiaries
Detect individual record flagged as error upon import in HOPE and perform adequate correction based on programmatic instructions
Spot check and ensure quality of data stored in HOPE and in other digital platform for the case of programmatic non personal data
Coordinate with interagency counterpart’s data interoperability initiatives whenever needed
2. Data management representation function

Coordinate with HQ (Headquarters) and beneficiary database (HOPE) team on the systems to maintain a continued implementation
Represent data management function with external stakeholders including de facto authorities
Represent data management function in donors briefing
3. Data Protection Standards

The incumbent will coordinate with HQ technical counterparts to ensure that:

Personal data management workstream is aligned with UNICEF Data Protection Policy
Data Protection Impact Assessments (DPIA) are carried out with appropriate frequency on supported programmes
UNICEF partners are trained on Data Protection and Responsible Data for Children principles
UNICEF CSO and private sector partners comply with relevant data protection legal tools such as Non-Disclosure Agreements
Timely implementation of DPIA recommendations
Ensure timely arrangement and signature of Non-Disclosure Agreements (NDAs) with UNICEF’s implementing partners, financial service providers and other entities who will require access to personally-identifiable information from UNICEF
To qualify as an advocate for every child you will have…

Master’s degree in Economics, Social Science or related field is required. Bachelor's degree complemented with relevant industry certifications and work experience can be considered.
A minimum of 5 years of professional work experience of data or humanitarian program/project management experience, including with multiple stakeholders. Experience in emergency contexts desirable
Experience in implementing humanitarian cash transfers programme
Experience in beneficiary data system for humanitarian cash transfer at field level
Experience in business operation environments with a proven track record of interfacing with multiple stakeholders (internal and external) and successful project completion
Experience in working with UN agencies or NGOs (UNICEF experience preferred) at interagency level
Detailed knowledge of the project lifecycle and fluency in project management methodologies
Experience collaborating across multiple functions and working with operational subject matter experts, technical resources and architecture teams.
Fluency in English and Czech is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
