TERMS OF REFERENCE
JOB TITLE: Data Analyst
TYPE OF CONTRACT: CST I
UNIT/DIVISION: TEC/Programme
DUTY STATION: Kinshasa, Democratic Republic of Congo (with travel to field offices as required)
DURATION: 6 months (initial), extendable based on performance, operational needs, and funding.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT
The Democratic Republic of Congo Country Office (DRC CO) is scaling up SCOPE based delivery systems for both Cash Based Transfers (CBT) and In Kind (IK) assistance. As the use of SCOPE expands, the CO faces several challenges:
Large volumes of open CBT distribution cycles requiring reconciliation.
Launch of IK in SCOPE, necessitating dashboards aligned to CO operational realities.
Significant duplication of beneficiary identities, both historical and newly introduced through ongoing registrations.
Discrepancies in actual card statuses against what is the corporate tracking system (PIT), due to inconsistent card management processes.
The 2025 internal audit highlighted significant gaps in the areas above and immediate corrective action is required. Donor engagements have reinforced the need for swift and decisive measures to address these concerns.
To address these concerns, the CO requires an experienced Data Analyst to strengthen reconciliation processes, improve data assurance, and build dashboards that support timely decision making.
ACCOUNTABILITIES / RESPONSIBILITIES
Under the supervision of the TEC BTO and in collaboration with Programme, RAM, Supply Chain, Finance and Area Office teams, the consultant will perform the following duties:
I. CBT Reconciliation in SCOPE
1. Conduct a full inventory of all open CBT distribution cycles, categorizing status, data completeness, and required inputs.
2. Identify missing, inconsistent, or incomplete datasets needed to close cycles; coordinate with Programme to obtain validated data.
3. Clean, transform, and validate datasets following CO standard reconciliation logic.
Develop a CBT Reconciliation Dashboard (Power BI/Tableau) presenting:
Open cycles
Status and blockers
Beneficiary transfer Status
Reconciliation completeness by cycle
5. Build a routine operational dashboard enabling monthly reconciliation monitoring.
6. Document reconciliation methodology and train Programme teams in its use.
II.In-Kind Reconciliation Support in SCOPE
1. Review the HQ developed IK reconciliation dashboard and identify gaps relative to DRC CO operational needs.
2. Adapt and localize IK dashboards to include:
Commodity accounting information
Dispatch vs distribution variances
Missing data, losses, and anomaly detection
Ensure dashboards meet both CO managerial reporting needs and IK operational requirements.
3. Strengthen routine IK reconciliation processes through data pipelines and automated reporting.
III. Duplication Monitoring & DAC Support
1. Develop an Operational Duplication Dashboard showing, at any time:
Volume of duplicates
Historical vs new duplicates
Severity/typology
Resolution trends
2. Create a dashboard for the Deduplication & Adjudication Committee (DAC) showing:
Workload
Aging
Resolution rate
Quality indicators
3. Coordinate with Registration and SCOPE/IDM teams to ensure dashboards reflect real time dataflows.
4. Document business rules and contribute to CO efforts to reduce introduction of new duplicates.
IV. Card Management Enhancement
1. Review card management workflows and the use of the PIT tool against system records and physical card stock, and identify and address discrepancies in payment instrument status, including underlying causes
2. Follow up with field offices and partners to ensure proper return, recording, and destruction of card stock in line with approved SOPs and ensure that validated card management data are captured to support monitoring, reporting, and dashboarding.
3. Review the SOP on SCOPECARD management, identify compliance gaps, and raise recommendations to management to strengthen implementation and accountability; deliver clear technical documentation and a handover package to support ongoing PIT maintenance and operational sustainability.

QUALIFICATIONS & EXPERIENCE REQUIRED
Education:
A university degree in Data Science, Statistics, Information Systems, Computer Science, Economics, or a related field.
Experience:
Minimum 3–5 years of professional experience in data analytics, reconciliation, identity management, operational dashboards, or related work.
Experience working with SCOPE, IDM, CBT/IK processes, or humanitarian operational data desirable.
Knowledge & Skills:
Proficiency in SQL, Power BI/Tableau, and data modelling.
Strong data cleaning, validation, and anomaly detection skills.
Understanding of SCOPE datasets and humanitarian programme workflows.
Strong communication and capacity building skills.
Languages:
Fluency in English (Level C).
French highly desirable.
