To lead the development of a comprehensive, costed Implementation Plan that translates the 2024 National School Feeding Policy into an actionable roadmap, ensuring effective, well-coordinated, and sustainable implementation of the NSFP in Lesotho, in line with national legal frameworks and existing sectoral policies.
SCOPE OF WORK

The consultant will work closely with the Ministry of Education and Training (MoET), and other relevant ministries, dedicated Technical Working Group (TWG), and WFP to:

Phase 1: Policy Landscape Analysis

Familiarize with the available literature, research related to the design and implementation of the NSMP in Lesotho. Conduct a comprehensive review of existing policies and frameworks related to school feeding, school health, and nutrition. Build upon available information on the existing strengths, gaps, and opportunities for improvement (e.g. September 2024 Stakeholder Workshop). Conduct a bottleneck analysis for the implementation of the school feeding policy and assess the institutional implementation capacity of MoET, and other pertinent sectors, including the status of multisectoral coordination and required actions. Compile a Policy Landscape Analysis Report with actionable recommendations using the methodology for Policy Analysis for School Health and Nutrition proposed by WFP.

Phase 2: Stakeholder Mapping and Engagement

Participate in TWG and stakeholder meetings to gather input and validate findings of the Policy Landscape Analysis. Collaborate with the TWG to define the format and key elements for the Implementation Plan. In close collaboration with the Technical Working Group (TWG), design and facilitate a stakeholder workshop to ensure a highly participatory and multisectoral approach to the development of detailed costed activity-based the Implementation Plan for NSFP. The workshop should actively engage diverse actors with the potential to support the plan’s rollout and long-term sustainability. Support the development of a Stakeholder Mapping Report that identifies key actors, outlines their roles, and highlights potential contributions. As part of the workshop preparation, define an advocacy strategy aimed at securing stakeholder commitments to specific activities within the Implementation Plan.

Phase 3: Development of costed Implementation Plan

Design a draft costed Implementation Plan in line with NSFP structure and the format advised by the MoET and incorporating key elements advised by the TWG. Facilitate consultations and a validation workshop with TWG, SF TWG, Advisory Board, and LEG, and other stakeholders prioritized in the stakeholder mapping and advocacy approach.

QUALIFICATIONS & EXPERIENCE

Education: Advanced post-graduate degree in economics, public administration/policy, education, international development, nutrition, social sciences, or other related fields, with additional years of relevant work experience and/or specialized training in policy development, programme design, or multisectoral coordination.

Experience:

Minimum 10 years of senior-level experience in strategic engagement with the Government in Lesotho, particularly in the design and management of nationally-led programmes and initiatives, and technical assistance projects.
Proven experience in establishing and managing strategic partnerships with Government and development partners.
Extensive experience working with a wide range of stakeholders and subject matter experts across sectors such as education, food security, nutrition, health, social protection, agriculture, and gender.
