Réaliser un diagnostic dans sept communes pilotes afin de concevoir un dispositif pérenne, inclusif et adapté de MAJC du Registre Social, intégrant les populations hôtes et réfugiées.
Objectifs spécifiques de la mission

Cartographier acteurs et services mobilisables dans chaque commune. Évaluer capacités humaines, techniques et organisationnelles locales. Analyser contextes socioéconomiques, géographiques et démographiques locaux. Identifier obstacles spécifiques aux réfugiés (notamment à Fassala) et proposer des adaptations. Définir rôles/responsabilités des acteurs à tous les échelons. Élaborer une méthodologie standardisée adaptable selon les localités. Proposer un plan d’action de déploiement. Identifier besoins en équipements, formation et appui technique par commune.

Géographie
Sept communes pilotes : Tenaha (Assaba), Benichab (Inchiri), Wahate (Tagant), M’bout urbain (Gorgol), Fassala (Hodh El Chargui), Ghabou (Guidimagha), Dar Naim urbain (Nouakchott Nord).

Publics ciblés
Acteurs administratifs (communes, wilayas), élus locaux, ANRPTS, comités locaux, ménages RS ou non, communautés réfugiées (particulièrement à Fassala), partenaires (BM, UNICEF, PAM, GIZ, HCR), ONG, programmes sociaux utilisant le RS (ex. Tekavoul, El Maaouna).

Mission et tâches (rôle du/de la consultant·e)
Phase 1 – Préparation (en semaine 1)

Réunion de cadrage (planification, clarifications, coordination avec partenaires et HCR).

Revue documentaire (RS national, expériences similaires, documents relatifs aux réfugiés).

Conception & validation des outils (guides d’entretien, questionnaires, grilles d’observation).

Phase 2 – Terrain (semaines 1–2)

Mobilisation locale (sensibilisation, réunions, planification).

Diagnostic des capacités institutionnelles (organisation, points focaux).

Évaluation ressources humaines (inventaire, compétences, besoins en formation).

Diagnostic technique (matériel, connectivité, SI existants, besoins spécifiques).

Analyse des flux d’information et logistique.

Identification des besoins spécifiques aux réfugiés.

Ateliers participatifs (validation rôles, inclusion populations vulnérables).

Phase 3 – Analyse et recommandations (semaine 3)

Synthèse et comparaison des données collectées.

Élaboration méthodologie standardisée adaptée.

Rédaction plan d’action détaillé (budget, calendrier, risques, communication).

Finalisation rapports, atelier de validation finale.

Profil recherché
Niveau Bac+5 (sociologie, statistique, économie, démographie, politiques publiques ou similaire).

≥ 8 ans d’expérience en programmes de protection sociale, registres sociaux, ciblage et SI.

Expérience terrain en Mauritanie/sous‑région.

Expertise inclusion femmes, réfugiés, personnes handicapées.

Bilingue arabe + français, excellentes compétences d’analyse et rédaction
