JOB TITLE: Monitoring and Evaluation (M&E) Team Lead

DURATION: 11 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT
The World Food Programme (WFP) is committed to achieving zero hunger and ensuring food-insecure populations receive timely, effective, and accountable assistance. The RAM unit leads evidence generation to support evidence-based programming. Within RAM, the M&E function plays a central role in ensuring performance monitoring, learning, and accountability across all programme activities.
To strengthen the quality and coordination of M&E across the country office and field locations, WFP is recruiting a Monitoring and Evaluation (M&E) Team Lead who will manage the M&E team at CO and closely coordinate at the field level, providing technical supervision, coaching, and performance management. The consultant will report to the Head of RAM and will prepare and supervise monitoring exercises for WFP as well as jointly with partners, Government and UN organizations. This position is based in N’Djamena, Chad, with frequent field missions to support the implementation of monitoring activities and to strengthen staff capacity in the field.
ACCOUNTABILITIES/RESPONSIBILITIES
Monitoring and Evaluations
1. Lead the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements.
2. Budget for M&E costs and advocate for appropriate financial and human resourcing.
3. Provide inputs to the formulation of the Regional Monitoring and Evaluation Strategies and support their operationalization.
4. Contribute and support evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.
5. Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required in medium complex portfolios.
6. Build M&E capacity of WFP staff and partners through delivery of training and information sharing. Manage junior staff members and guide as required to enable high performance.
7. Contribute to the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Development Assistance Framework (UNDAF) aligned with nationally owned sustainable development goals.
8. Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.
Specific to the monitoring function
9. Facilitate at Country Strategic Plan (CSP) design stage the development of a Theory of Change outlining how the expected results are likely to occur and listing key assumptions and risks.
10. Ensure that CO monitoring systems and tools are in place and compliant with corporate standards, including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).
11. Coordinate Third-Party Monitoring and produce regular monitoring reports, including running data analysis, with status of results and implementation progress.
12. Facilitate/contribute to mid-term and thematic reviews, which are intended for internal learning, strategic and operational decision-making.
Specific to the evaluation function
13. Manage decentralized evaluations to high professional standards in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). This entails managing evaluation processes from planning to completion; sourcing, hiring and supervising external evaluators; engaging stakeholders appropriately in the evaluation process and managing communications and budgets.
14. Contribute and support centralized evaluations managed by the Office of Evaluation, joint UNDAF evaluations and donor-led evaluations in country.
15. Provide technical leadership and oversight to the M&E team in the implementation and coordination of process monitoring activities, including the roll-out and quality assurance of risk-based monitoring tools across Field Offices and through Third Party Monitoring arrangements.
16. Undertake regular visits to Field Offices and provide supervision and guidance to M&E staff to ensure consistent implementation of M&E guidelines across Sub-Offices. This includes identifying capacity gaps, ensuring data quality, and delivering on-site coaching and technical support to strengthen field-level monitoring practices.
17. Lead the centralization and consolidation of M&E documentation, ensuring that all monitoring tools, reports, and data systems are well-organized, accessible, and leveraged for learning, knowledge management, and evidence-based decision-making across units and senior management.
18. Other duties as required.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education:
Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
Minimum of five years of relevant professional work experience including monitoring and evaluation activities.
Experience using a variety of quantitative and qualitative analytical tools and methods.
Knowledge & Skills:
Strong knowledge of results-based management principles and practices; Proven knowledge, abilities and skills in the areas of Monitoring and Evaluation; In-depth knowledge of monitoring and evaluation methods, metrics, statistical applications, and reporting systems.
Good knowledge of statistical packages (SPSS, Stata, SAS, Excel…)., Knowledge of Tableau
Demonstrated ability to present information and ideas and to communicate effect.
Languages:
Fluency (level C) in English and French languages. Knowledge of Arabic or Chadian Arabic is a plus.
