JOB TITLE: Emergency Coordinator
TYPE OF CONTRACT: Consultant

DURATION: 11 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT
WFP Country Office is looking at strengthening its field operational capacity to be able to scale up its response in Adre. The ongoing influx of refugees from Sudan will require additional efforts by WFP both at field and Country office level. Based on the work plan of the Programme- Emergency- unit in 2025 and the need for support required at field level to ensure quality, timeliness and efficiency in WFP interventions, the Country Office is seeking an emergency officer with experience in WFP emergency field operations.
The selected candidate will contribute to the implementation of WFP’s emergency response to the Sudanese Crises at the field level, especially in Farchana/Adre to ensure that the emergency response is timely, efficient, effective, and implemented in an agile and integrated manner, as a core element of WFP’s global programme delivery. As Adre will operationally be under the Area Office in Abeche, the Emergency Coordinator will respond directly to the head of Area Office based in Abeche.
JOB PURPOSE
To provide support implementation of WFP responses and activities in Adre that effectively meet food assistance Sudanese’s refugees, Chadian’s returnees and host population.
ACCOUNTABILITIES /RESPONSIBILITIES
1. Leading and coordinating the emergency team in Adre/Farchana, to ensure the implementation of WFP Emergency Response.
2. Contribute to the provision of emergency response with specific, well-defined aspects of emergency assessment capacities, contingency planning, scenario building and Concept of Operations to ensure adequate operational readiness and, where feasible, a transition plan for more sustainable emergency responses.
3. Oversee effective operational mobilization, coordination, and management of risks to WFP, its staff and beneficiaries.
4. Coordinating WFP Emergency Response at the field level with other UN agencies, such as UNHCR and OCHA as well as the local authorities and NGOs.
5. Coordinating and facilitate internally with other units such as supply chain, RAM, CBT and nutrition in order to ensure that the emergency response planning will be implemented in a timely manner.
6. Assess emerging requirements in consultation with Operations and Heads of Field/Area Office and the feasibility of incorporating it in the emergency response, as determined by the humanitarian situation and needs, government and partner capacity, national government.
7. Participate in Inter-Agency coordination and lead Working Groups/Task Forces such as Food Security and Cash and markets working groups.
8. Assess and analyze the risks associated with operating in complex conflict environments and put in place processes and risk mitigation measures for effective mitigation.
9. Monitor and evaluate the impact of emergency response activities on conflict dynamics, protection outcomes, and gender equality, and incorporate lessons learned into future programming. Other as required.
QUALIFICATIONS & EXPERIENCE REQUIRED
Experience:
Have at least 3 years of experience in humanitarian assistance, emergency preparedness and response, development or related activities and working in emergency contexts and with displaced populations and vulnerable groups, including substantial field-based experience. Experience in coordination with internal and external partners across functional areas. Contributed into implementing activities such as (but not limited to) programmes, supply chain, CBT, emergency and complex field operation or equivalent. Technical knowledge of emergency coordination through exposure to field and emergency operations. Analytical skills to support developing emergency preparedness and response operations. Experience in delivering training and conducting capacity-building for field operations. Experience working in collaboration with a diverse array of humanitarian actors, including governments, NGOs, U.N. agencies, civil society, etc. Possess understanding of food security programming with previous experience from WFP or any of its cooperating partners and knowledge of UN system policies and functions is a strong asset.
Education:
Advanced University degree preferably in social sciences, public administration, international law, public health, international relations/development/affairs, logistics, supply chain management, business administration or other related fields of study, or First University degree with additional years of relevant work experience and/or advanced training/courses.
Language:
Fluency (level C) in English language and in French
