BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
World Food Programme recognizes the crucial need to invest in revision of the Acute Malnutrition guidelines of Ethiopia. In light of this, there is a move towards adopting a multisectoral and multisystem approach to wasting prevention, that includes food, social protection, WASH, health and education systems. To support this initiative, WFP seeks to engage a highly skilled international consultant for the development of the wasting prevention section of the revised National guidelines on the prevention and management of wasting and nutritional oedema (acute malnutrition) in infants and children under 5 years.
Project Overview:
In response to the global WHO guidelines release, the Government of Ethiopia has recognized a unique opportunity to revamp its protocols concerning wasting management. Additionally, there is a pressing need to develop guidelines around the prevention of wasting. The objective is to seamlessly integrate these guidelines into a cohesive framework through the development of National Guidelines for the prevention and management of wasting and nutritional oedema (acute malnutrition) in infants and children under 5 years. This pivotal initiative aligns with WFP’s unwavering commitment to supporting the national endeavor in preventing wasting, as outlined in the National Global Action Plan roadmap and the jointly endorsed workplan by the Ministry of Health (MOH) and WFP. In summary, this consultancy represents a significant stride towards addressing acute malnutrition primarily at preventing wasting in children under 5 years and PBW, delivered within an entire community by bridging the gap between global guidelines and localized implementation. Preventive interventions should be implemented through a multisectoral and multisystem approach. This is to acknowledge that interventions delivered together as a package have the most impact on preventing wasting and nutritional oedema, compared to single interventions.

ACCOUNTABILITIES/RESPONSIBILITIES:
Objectives of the consultant:
Develop Comprehensive National guideline on the prevention of wasting and nutritional oedema (acute malnutrition) in infants and children under 5 years and PBW:
The primary objective is to formulate comprehensive National Guidelines on the prevention of wasting and nutritional oedema (acute malnutrition) in infants and children under 5 years and PBW in Ethiopia. This task involves synthesizing global and local evidence, global guidance, and recommendations, amalgamating them with local expertise and best practices. By leveraging both international insights and local experiences, these guidelines will serve as a robust framework for addressing acute malnutrition in the country.
Create Program Tools for preventing wasting and nutritional oedema:
Another key aspect of this assignment is to craft Programme Tools specifically dedicated to preventing wasting in children under 5 and PBW. In addition to the National guideline practical tools will be developed. These tools are designed to guide the implementation of programs and initiatives led by Government partners, development partners, non-governmental organizations (NGOs), and civil society organizations (CSOs) in the short term.
Integration of prevention protocols into Existing Systems:
Clearly defining how the seamless integration of prevention protocols into the existing AM guideline frameworks will be achieved. This involves harmonizing prevention strategies with the established protocols for IMAM as well as community mobilization efforts.
Update the existing AM protocols:
The consultant in collaboration with wasting treatment consultant will revise the current AM protocols to reflect the recommendations and changes in the latest WHO Guideline on acute malnutrition and adapt to the country context. The changes will be incorporated into the existing AM protocols, encompassing prevention interventions.
The implementation of this initiative will be overseen by the Ministry of Health (MoH) in Ethiopia, with technical support provided by World Food Programme (WFP), WHO and UNICEF as well as the guideline revision core group comprising experts in acute malnutrition. The International consultant will play a pivotal role in supporting the guideline development process and protocol updates and will work as a team with consultants hired by WHO and UNICEF with clearly delineated responsibilities.
Prevention consultants focus areas:
1. Position prevention first and jointly advocate and implement for prevention.
2. Invest in triangulation of data (data analysis, surveillance and early warning systems) for the guideline and protocol development.
3. Elevate focus on maternal nutrition.
4. Use multiple delivery platforms (within the health system and moving beyond health)
5. Include in the prevention focus food system delivering for prevention and investing in local commercial production of fortified nutritious foods.
6. Social protection
7. Education, including home grown school feeding.
8. WASH
Scope of Work:
This assignment will involve close engagement with Guideline Adaptation Core Group (GACG) comprising of selected task force and entail participatory process including, but not limited to:
1. Review of the internal documents
2. Consultation with the Comprehensive Management of Acute Malnutrition (CMAM) members, university organs, health personnel, and selected partners/stakeholders to review the current plan and set priorities.
3. Facilitation of strategic review meetings for GACG members (See the GACG ToR for details) and selected stakeholders to further build the guideline.
4. Draw up of a draft strategic plan for the next phase and incorporating input from GACG members, selected stakeholders, and partners.
5. Systematic assess the prevention approaches and content of guideline recommendations to be adapted.
6. Review the monitoring tools and job aids of prevention approaches in consultation with the operational researchers.
7 Ensure the WHO recommendation on prevention is considered in all the categories across all the guidelines and protocols that will be adopted.
Deliverables:
Deliverables and descriptions
• An inception report-workplan detailing the methodology/ approaches and timeliness associated with this consultancy and the developed roadmap with particular emphasis on the prevention component of the guideline. Number of working days - 20 days
• Report of prevention program mapping. A needs assessment report highlighting the status and gaps in the Government of Ethiopia and other stakeholders. Number of working days - As per the agreed WHO guideline recommendation
• Organizing a workshop with partners from all the 5 systems mentioned. MoH can be leading, however strong engagement from other ministries will be instrumental to have a prevention package that goes beyond health system. Number of working days - 30 days
• Revised Government of Ethiopia, Federal Ministry of Health, 2019, National Guideline for the Management of Acute Malnutrition. Addis Ababa: FMOH/ Adapted guidelines on the prevention. Number of working days - As per the agreed WHO guideline recommendation
• Revised corresponding national training package. Comprehensive modular training materials based on the wasting prevention adapted guidelines. Number of working days - As per the agreed WHO guideline recommendation
• Training of Trainers (ToT)report on the revised protocol Training report including database of the ToT. Number of working days - As per the agreed WHO guideline recommendation
• Adapted monitoring tools and job aids for the wasting prevention of children aged 6-59 months and pregnant and breastfeeding women according to the newly released WHO guideline recommendations on wasting prevention. Number of working days - As per the agreed WHO guideline recommendation
• End of consultancy report. Number of

Reporting and Coordination:
Report to Nutrition Team Lead and Nutrition Officer at WFP, ensuring regular communication and coordination. He/She will provide progress updates, share findings, and seek guidance throughout the duration.
Knowledge Dissemination:
⦁ Contribute to the dissemination of knowledge and best practices related to the wasting prevention.
⦁ Publish articles, reports, and other knowledge products to share lessons learned and promote evidence-based interventions on wasting prevention.
⦁ Participate in conferences, workshops, and other events to present findings and engage with the broader health and nutrition community.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Master’s degree in nutrition, Public Health, Food Security, Food systems or other related fields from a recognized university, or bachelor’s degree with additional years of relevant professional work experience.
Experience: Essential
• At least seven years of relevant experience, at the national and international levels, in the wasting prevention in the development and humanitarian contexts.
• Knowledge and experience with recent WHO guidance on the wasting prevention
• Experience in developing strategies, guidelines and or protocols for the wasting prevention
• Experience in conducting training and carrying out formative supervision of health workers on the wasting prevention.
⦁ Experience working with government structures, especially the MoH departments.
⦁ General knowledge of UN system policies, rules, regulations, and procedures governing administration.
⦁ Excellent written English, communication, and interpersonal skills.
⦁ Computer skills, including word processing, spread sheet and other standard software packages and systems.
⦁ Experience and knowledge of Ethiopia’s health and nutrition sectors and knowledge of policy and strategies on food and nutrition and will be an added advantage.
Desirable
• Experience in working in nutrition programs in the African region – Ethiopia country is desirable.
• Excellent knowledge of the current WHO guidance on the wasting prevention
• Participation at the WHO 2023 regional workshop on the care of children with wasting and nutritional oedema (acute malnutrition)
• Previous experience in the national guideline preparation, preferably in the last revision of national Acute Malnutrition guideline
• Experience in delivering Training of Trainers (TOT) programs and capacity building activities at the national level.
• Ability to work independently, manages multiple tasks, and meets deadlines.
Knowledge & Skills:
