JOB TITLE: Programme Policy Officer (CDRFI & Gender Advisor)

TYPE OF CONTRACT: WAE CST REG level II

UNIT/DIVISION: Climate and Resilience Service (PPGR)

DUTY STATION : Home based, with in country missions as relevant

DURATION: 100 days

BACKGROUND AND PURPOSE OF THE ASSIGNMENT: For a decade, WFP has been utilizing risk transfer tools to advance the protection and resilience of communities affected by extreme climate events. More recently, it has become a priority to integrate these tools into a broader bundle of risk financing instruments that are accessible for governments and smallholders in climate risk hot-spots. Work has developed around two major areas: Microinsurance as part of an integrated risk management approach embodied by the R4 Rural Resilience Initiative; and macro/sovereign insurance through programmes like the Africa Risk Capacity (ARC) Replica initiative. On the macroinsurance side, WFP is purchasing drought risk insurance through the sovereign risk pools to enable quicker responses after climate shocks. In 2023, WFP protected 1.8 million people in Burkina Faso, Mali, Madagascar, Mauritania, Mozambique, Sudan, The Gambia, Zambia and Zimbabwe from catastrophic drought and tropical cyclone through ARC Replica, with financial protection totalling over US$48 million. Following catastrophic droughts and tropical cyclone events, WFP received over US$15.7 million in insurance payouts. Specifically, WFP received payouts in Burkina Faso (US$7 million), Mali (US$8 million), The Gambia (US$187,600), and Madagascar (US$300,000). With the payouts, in 2023, WFP was able to reach over 137,000 people with food assistance through cash transfers in Burkina Faso and 6,500 people in the Gambia. In Mali, WFP reached over 50,000 people with food assistance through cash-based transfers, nearly 250,000 with social protection top-ups and 24,000 children and pregnant and lactating women with nutrition supplementation. In Madagascar, the insurance payout allowed WFP to provide cash transfers to over 33,000 people to meet their food needs after Cyclone Freddy. . In the space of sovereign insurance, WFP supports Governments in index customization, choice of risk transfer parameters and the design of more rapid and effective mechanisms to deliver support to affected people. Complementary to these efforts, WFP supports governments in designing and implementing more robust disaster risk financing systems. This requires action in terms of capacity building of nNational stakeholders, as well as staff in WFP country offices. As the ARC Replica program (Africa) continuously grows, the support to country offices in developing relevant contingency plans (Operational Plans and Final Implementation Plans) increases. The same is true for other regions like LAC where WFP expands its national-level climate riks insurance approach. A key added value WFP provides is the FIP simulation exercise. As the number of countries in the overall programme increases, more facilitators are needed to effectively design, support and deliver these workshops, along with specific trainings of trainers to help mainstream the approach. To support the sustainability of its climate risk insurance programs, WFP aims to better integrate its efforts with complementary tools and programs such as the Anticipatory Action program to ensure a more comprehensive approach to climate and disaster risk financing. The global team will hence need support in such integration efforts. Lastly, WFP received a grant from Global Affairs Canada (GAC) to improve the gender-responsiveness of the ARC Replica program and as such, the global team will need support to carry out various related activites. In line with the above, the consultant will provide flexible support to the WFP climate risk insurance team at headquarters and country offices implementing the macroinsurance program. The consultant will adapt and develop a facilitator's guide to deliver the simulations in various contexts, while organising and delivering specific in-country simulation exercices on the same as well as specific trainings of trainers. The consultant will also support the global team in its integration efforts with complementary WFP programs for a more streamlined approach to climate and disaster risk financing.. Lastly, The consultant will act as a focal point on gender mainstreaming efforts for ARC Replica under the GAP proposal. For all these tasks, the consultant will work closely with the global and country teams, Regional Bureau focal points, WFP's gender equality office and partners. Specific accountabilites and responsibilites are mentioned below.

ACCOUNTABILITIES/RESPONSIBILITIES:

1. To support harmonization of best practices across the macroinsurance portfolio, the consultant will be in charge of adapting and developing a facilitator guide and materials package for the Simulation Exercise in various contexts. This deliverable requires understanding of both the macroinsurance program and WFP operations. This task would entail coordinating with the global CRI team, other WFP units, and consultations with COs as needed.

2. With the expansion of the macroinsurance program to new countries and the increased need for training to COs, the consultant will help the global CRI team organize and deliver (FIP) simulation exercises as well as trainings of trainers, in relevant countries.

3. To ensure sustainability of WFP’s climate risk insurance programs, the consultant will support the global team in its integration efforts with relevant WFP programs and teams/units

4. Under the Global Affairs Canada (GAC) proposal, the consultant will support the various tasks planned for 2024/2025 such as conducting gender analyses with a climate lens in 2 countries, and utilizing the results to 1) make the response planning and implementation better aligned to the specific needs of women and girls; and 2) translate some of the findings of the country-specific analyses to other countries to help them undertake the same.

DELIVERABLES AT THE END OF THE CONTRACT:

1. Adapt and develop a facilitator's guide and relevant workshop materials for the Simulation Exercise in another context

2. (FIP) simulation conducted in at least one (1) country

3. At least one (1) Training of trainers conducted

4. Ensure the gender-smart ARC Replica workplan is on track and provide support to across activities/deliverables

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced degree in an area related to social sciences, economics or similar is required

Experience:

- Between 6 and 10 years of experience in programme management and implementation support.

- At least 5 years of work experience in the climate risk insurance space (inclusive/ microinsurance, mesoinsurance or macroinsurance).

- Specific knowledge of gender and climate microinsurance initiatives in developing countries would be an asset.

- Experience of designing and facilitating trainings would be an asset. Knowledge & Skills:

- Demonstrated ability to present information and ideas and to communicate technical content effectively to non-technical audiences.

- Ability to conduct effective meetings, listen to others and engage in dialogue on complext, context specific matters.

- Experience working in developing countries.

- Demonstrated analytical and writing skills and data collection experience.

- Experience in establishing contacts and liaising with partner organisations.

- Ability to take initiative and work independantly while in a team. • Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook).

- Knowledge of WFP or UN procedures a plus. Languages:

- Fluency and excellent writing skills in both English and French is required
