Result of Service
Under the direct supervision and regular liaison with the GMCP Programme Officer based in Abuja, the Law Enforcement Advisor will guide and assist the maritime law enforcement entities in effectively responding to maritime crime by performing the following tasks:

Prepare and hold maritime law enforcement training for the relevant maritime law enforcement
agencies with focus on cooperation, coordination and sea operations in Nigeria;

Conduct trainings for law enforcement officers in Nigeria and Ghana on maritime interdiction,
boarding, evidence collection and hand over procedures;

Conduct tabletop exercises to operationalize the HSOP text on evidence for focal persons in the HSOP agencies in Nigeria and the GNMSC in Ghana;

Provide advisory support to NIMASA Deep Blue special mission vessels in strengthening their operations at sea;

Ensure coordination with the MMCC Zone E to support coordinated land and sea response in zone E in line with existing joint patrol agreement;

Continue liaising with relevant MLE agencies and create a GMCP footprint;

Develop Action or Operational Plans;

Support maritime law enforcement operations at sea, including exercises, if feasible;

Submit mentoring reports on a monthly basis.

Duties and Responsibilities
Maritime crime cases in Nigeria’s territorial waters are on the rise, and they are extending to international waters. Due to the reduced oil-prices and the weakened oil marked, attacks are no longer only targeting oil theft as previous seen, but also involving kidnappings for ransom, similar to what was experienced in East Africa. Currently, prosecutions of maritime crimes and piracy in Nigeria are close to non-existent.

During a mapping exercise conducted for maritime law enforcement and judiciary in the Gulf of Guinea in 2013, GMCP identified some of the challenges in responding to maritime crime in the region as lack in maritime law enforcement capacity and national coordination among key entities involved in fighting maritime crime.

The UNODC GMCP is currently implementing project of the Danish Gulf of Guinea Maritime Security Programme (GoG MSP) 2019-2021 to strengthen regional capabilities and capacities for maritime domain awareness (MDA) and response as well as a longer-term institutional strengthening of maritime governance.

The programme is funded through the Danish Peace and Stabilisation Fund (PSF), which draws from both Ministry of Defence and Ministry of Foreign Affairs sources. The overall objective of the support is to ensure enhanced regional maritime security in the Gulf of Guinea through more capable maritime and law enforcement institutions at national and regional level.

The purpose of the assignment is to ensure that law enforcement entities in Nigeria, Ghana and Zone E countries of the Yaoundé Architecture have the skills to conduct successful operations at sea in response to piracy, armed robbery and other forms of maritime crime, including securing proper evidence collection for onwards prosecution.
Therefore, the incumbent is expected to provide advisory role by supporting MLE entities in Nigeria, Ghana, and Zone E in order to advise and guide the day-to-day operations, provide training, strengthen coordination and cooperation with other key entities for sea operations.

Qualifications/special skills
Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in the fields of law, criminology, social sciences, police administration, business or public administration is required. A first level university degree or equivalent academic education, professional training with certification from a recognised international/national police, customs or other staff training institution with specialisation in criminal justice crime prevention, criminal investigation, law enforcement and/or other related areas, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.
Experience: At least 7 years of experience in the Navy or another area of maritime law
enforcement is required;
Experience in policing in post conflict conditions is required;
Experience as a trainer is required;
Excellent written and spoken English is required;
Experience of training in an international environment is desirable;
A broad understanding of the piracy/maritime crime situation in the region is desirable;
• Basic IT skills are required;
Language: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations Secretariat language is an advantage.
