Background
The overall objective of this assignment is to increase the maturity of the Aeronautical/ Aviation industrial park and to foster its further development towards a functional cluster and cluster coherence. The subject of this assignment is the existing industrial park “El Mghira” with its companies and the vocational school “CEMIA” located in the industrial park.

Job Description
The expert is responsible to conduct and contribute to all tasks and fulfill the milestones of the project. The most important ones are listed below:
Workshop on cluster management (WP 2)
Study tour to at least one German aviation cluster should be planned and executed (WP 3)
Development of a “Cluster Development Roadmap” (WP 4)
Implementation of a jointly developed human resources planning mechanism between the vocational training school CEMIA and the respective companies within the “cluster” (WP 5)
Design of an aviation cluster marketing campaign (WP 6)

Candidate's Profile
Education/training:
University qualification (Master) in a subject related to development, private sector development, business administration.

Language:
Business language skills in English (equivalent to B2 according to CEFR) and French (equivalent to C1 according to CEFR), language skills in Arabic (equivalent to C1 according to CEFR).

General professional experience:
Min. 5 years of professional experience in business model consulting and/or cluster strategy development and cluster management/organizational management.
Additional knowledge and operational experience in the aeronautical / aviation industry is an asset.
Specific professional experience:
Min. 3 years of working experience in provision of capacity building and coaching services to the business community including expertise with the design of state-of-the-art training components utilizing the available technologies and teaching methods.
Min. 3 years of working experience with business model consulting for the aeronautical and/or industrial aviation sector, cluster management, and/or organisational development.
In-depth knowledge with 3 years of professional experience in the aeronautical / aviation sector and/or
Min. 3 years of professional experience inmarketing and social media design and social media operational experience
Leadership/management experience: Min. 2 years of management/leadership experience.

Regional experience: Min. 5 years experience in the regions of MENA, especially in the countries of Tunisia, Morocco and Algeria.

Development Cooperation (DC) experience: Min. 3 years of professional experience in consulting and/or advisory work in development/international cooperation contexts preferably in the Maghreb, MENA region.
