Project description
This assignment is part of the technical cooperation (TC) project “Renewable Energy and Energy Efficiency in the Public Sector” (REEEPublic). The project aims to improve the framework conditions for RE and EE and promoting them in order to reduce the energy costs of public institutions. It will support decision-makers and administrations at national, regional and district level. The five outputs to which the project will contribute are:

Output 1: The Ministry of Energy (MoE) and other responsible institutions have the decision-making basis for operationalising the amended Renewable Energy Act (REA).
Output 2: The regulations for energy efficiency in buildings have been improved.
Output 3: The objectives and content of the initiative to promote EE and RE in public institutions are defined
Output 4: At the national, regional and district levels, measures are designed to improve EE and to use renewable energy in public institutions.
Output 5: The skills and expertise of private and public sector professionals in the fields of EE and RE are improved.

Job description
The Key Expert 2 will be responsible for the following tasks :

Supporting team leader in selected contract management tasks mutually decided by Contractor and its team leader
Acting as liaison officer between public/private sector stakeholders and Contractor
Resource person to provide local technical and financial expertise of EE and RE activities in Ghana
Regularly collect and summarize local RE and EE market intelligence for team leader and REEEpublic Project

Qualifications
Institute of higher learning (master’s degree) in a science subject
English language skills in a professional context (equivalent to C1 according to CEFR). This qualification will not be assessed during the technical assessment.
A proven track record of 10 years advisory services consulting public and private institutions on subject matters related to energy
7 years of working experience in Renewable Energy and Energy Efficiency in general, Energy Audits of buildings including collecting, reviewing and analyzing data and information
5 years of experience in Ghana
5 years in working with international development organizations
