Project description
The Millennium Challenge Cooperation (MCC) has provided grants to support Compact development and facilitate Compact implementation to several African countries.
The Compact implementation includes Fiscal Agent Services, which are expected to start towards the end of 2020/beginning 2021.
In its capacity the Fiscal Agent shall diligently oversee, discharge and perform all services necessary to achieve the optimum value for the monies expended while ensuring that all financial transactions are conducted in strict compliance with principles, rules and procedures set out in the Compact and its Supplemental Agreements.
GFA Consulting Group, based in Hamburg, Germany, has a sound track record in providing Fiscal Agent Services for MCC projects all over the world.

Job description
Specific responsibilities include:
Responsible for assurance of compliance and provision of final approval for all payments
Resolution of all approval and authorization problems including participation with the FAM in the resolution of any major problems
Assistance to MCA in developing / updating DFP and related budget plans
Responsible for cash-flow / budget planning/monitoring and forecasting and for MCC fund utilization monitoring
Responsible for oversight on advances, retentions etc.
Maintenance of filing system (physical and electronic) for all disbursement and technical documents required for approval and authorization of payments
Responsible for VAT issues and if exist VAT-related data entry
Support to FA deliverables such as Audit Plans etc.
Participation in the development of the Final FAP and in the review and updating of the document and training of relevant MCA staff on any changes
Reporting to the FAM

Qualifications
The Senior Financial Management Specialist will at a minimum possess the following qualifications, skills, and professional experience :
Significant experience working as a financial management professional (approximately 10 years or more). MCC-experience is a big asset.
Experience setting up a financial management operation, developing budgets, cash management and related tasks.
Education or training in economics, finance, accounting, or related field.
Professional financial management/accountancy qualification or equivalent specialized training.
Proficiency in written and spoken French is required. Advanced level of English is a strong asset.
Experience working in projects financed by international donors.
Demonstrated experience in the design, maintenance and use of automated financial management and accounting systems. Experience with SAP-based systems desirable.
