Children in West and Central Africa have their rights violated on daily basis to an extreme extent. They die from malaria, diarrheal diseases and vaccine-preventable diseases such as measles. The West and Central Africa Regional Office (WCARO) is working to renew its efforts to advance children’s rights which have been impeded by economic and public health crises, and natural disasters. The post is located in the Partnerships unit of WCARO in Dakar, which supports COs in WCAR to engage business using rights-based approaches to achieve results for children.

How can you make a difference?

Purpose for the job:
The overall purpose of the post is to support organizational capacity for the implementation of UNICEF’s strategic framework for child rights and business/rights-based corporate sustainability (Better Business for Children), integrating this with programmatic work and advocacy to achieve results for children under the UNICEF Strategic Plan. The post provides technical guidance and supports the creation of tools and case studies that build the capacity of the RO, COs and partners in the WCAR.
The post supports Regional and country offices in the implementation of UNICEF’s child rights and business strategy: the rights-based integration of business into programmatic strategies.

1-Regional and country office technical support: Support to the RO and COs in WCARO to integrate child rights-based business strategies as part of country programmes, focusing on business preventing adverse impact on children and communities. This includes supporting the integration of action on the impact of business on children into sectoral programming and the programming cycle. Provide technical support in planning and strategy development integrating the private sector, supporting COs and the RO to identify the most effective strategies (including governmental) for influencing business, identification of strategic external partners for CRB, and developing and supporting activities at the country level.

2-Integration of WCARO CRB work into the global strategy: Collate WCAR results and share regionally and with global team. Support integration of WCAR experience and case studies into global guidance and other documentation. Contribute WCAR perspective to overall CRB global strategy and knowledge management.

3-Capacity building: Technical support to the development and implementation of child rights and business training materials and packages adaptable to different audiences, including business. Contribute to capacity development and training on child rights and business for WCAR, and deliver training as requested by the supervisor. Contribute to capacity building of external stakeholders, including businesses, regulators, industry associations, consultancy firms, and others.

4-Develop implementation tools and communication materials: Support the development of implementation tools and communication materials and strategies relevant to child rights and business, with a view to creating uptake by government, business and other stakeholders as well as visibility and awareness of the Child Rights and Business Principles and other relevant international standards.

5-Research and knowledge management: Initiate and support research related initiatives in support of the implementation of the child rights and business agenda, contributing to knowledge generation and knowledge management in COs and the RO. This includes, inter alia, support to Sitan development, research understanding business sectoral impact on children, business impact assessment methods, the development of KPIs and indicators and supporting the implementation of monitoring and evaluation. The post is responsible to ensuring effective monitoring and reporting of results achieved with the contribution of the business sector, collating a regional results narrative and sharing this beyond the region.

The child rights and business agenda is integrated with programme within WCARO, leading to measurable results for children.
WCARO and key country offices have capacity to implement successful strategies and activities to integrate children’s rights and business issues in work and approaches.
Implementation tools and communication materials developed and disseminated, and contributing to increased uptake of children’s rights by business.
Research and knowledge management implemented and contributing to work of UNICEF.
UNICEF country offices in WCARO actively engaged in addressing the impact of the business sectors or business themes on children.

To qualify as an advocate for every child you will have…

Education
An advanced university degree in one of the following fields is required: law, social sciences, development, business or another relevant technical field.
A first level university degree in a relevant field combined with 7 years of professional experience may be accepted in lieu of the advanced university degree.

Experience
A minimum of 5 years of progressively responsible professional work experience in corporate social responsibility or sustainability, child rights, social development, programme administration, monitoring and evaluation, some at the international level is required.
A technical background in child rights or child protection, rights-based programme approaches and at least 2 years of field experience with a focus on child rights or associated programming, including designing, monitoring and impact assessment of projects and programmes is highly desirable.
Experience of working within UNICEF, exposure to sustainability work and of working with multi-stakeholder partnerships whether within government, UN, and NGO or within the corporate sector would be additional assets.

Language
Fluency in English and French required.

Technical Competencies
Technical competencies must be demonstrated in most of the following areas:
· In-depth understanding of the overall business and human rights context, including issues such as: corporate sustainability, responsible business practice, business and development, global supply chains, UN Guiding Principles on business and human rights, Children’s Rights and Business Principles, CRC General Comment 16, etc. and generally, the impact of and opportunities with business in the context of child rights.
· Extensive knowledge and experience of business engagement to promote social goals and human rights/child rights.
· Strong ability to undertake policy dialogue: translation of analytical findings and evidence into business engagement strategies and policy discussions on child rights and business with partners, including government, development partners, CSOs and academia in relevant areas.
· Strong business engagement and advocacy planning knowledge/ability, including on the range of modalities for engaging and influencing business behavior to respect and support children’s rights; key sustainability frameworks, institutional structures, components and processes, as well as voluntary and regulatory governance mechanisms.
· Strong ability to engage with partners (e.g. industry-wide and cross-sectoral approaches and partnerships, NGOs, bilateral government partners and inter-governmental fora).
