Chief of party I Burkina Faso I 2020

Chemonic is seeking expressions of interest for a long-term chief of party for the OTI/Burkina Faso Regional Program . A task order under the SWIFT IV IQC, the OTI/Burkina Faso Regional Program is a quick-response mechanism to support activities that maintain and deepen stability in Burkina Faso, neighboring countries, and the broader Sahel region, including by addressing the threat posed by violent extremist organizations (VEOs). The long-term chief of party position is a 22-month assignment from (approximately) March 15, 2020 to February 5, 2022. With a base value of $34.1 million and total value of $63.1 million, the program includes up to three program expansion options, should USAID/OTI decide to activate them. The chief of party will be based in Ouagadougou, Burkina Faso with travel anticipated to the regional offices in Dori, Fada N’gourma, and Ouahigouya. Should the program expansion options be activated, travel is anticipated throughout the Sahel region. Please note that due to the U.S. Embassy’s recent ordered departure of Embassy staff dependents, minor dependents will likely not be authorized to field with the successful candidate to post.

Candidates for the chief of party position should be willing to have close, daily collaboration with USAID/OTI in-country staff, including taking programmatic and strategic direction from the client. Candidates must have strong management and leadership skills, including remote management experience and the ability to encourage fast and flexible program implementation. The chief of party role requires a “hands on” manager who is actively engaged in all aspects of program management, and works with Program Managers to effectively facilitate full-cycle activity management. Responsibilities Include:
Making key decisions and solving problems in short time frames while ensuring operational and program integrity.
Overall program direction is provided by USAID/OTI through the Contracting Officer’s Representative and Country Representative (CR).
Managing, overseeing, and reporting on Contractor progress and quality of performance in meeting the activity undertakings in this program.
The Contractor’s designated person for overall management of the in-country relationship with USAID/OTI.
In close consultation with the CR, providing oversight of grant activities, including supervision of the program staff, ensuring appropriate grant design, ensuring that procedures are established and complied with for grant development, grant worthiness, grant implementation, management, monitoring, evaluation, and grant closing.
Under the guidance of the CR, the Deputy CR, and the OTI Burkina Faso team, contributing to the design and implementation of the M&E system at the activity and program levels and for ensuring that all programming is properly monitored and evaluated
Developing familiarity with, and maintaining daily usage of, the USAID/OTI Activity Database, and ultimately responsible for ensuring that the relevant staff use, maintain, and upload weekly the Activity Database, and that data is consistent and complete
Supervising Operations Manager, MEL Specialist, and Program Managers

Qualifications:
Demonstrated working proficiency in English and French is required
Relevant work experience, including experience with a donor, Contractor, or international NGO managing an office or program
A minimum of seven (7) years of experience managing complex, high-speed and challenging field operations in developing countries
A minimum of two (2) years of supervisory experience
Experience with programs that provide quick delivery of assistance in response to emerging windows of opportunity
Experience with grant management, preferably in-kind and small grants
Experience working in a fragile or transitional state environment is highly preferred, but not required
Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints as well as program close-out is highly preferred, but not required
Experience in the hiring and supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet program needs
Financial management experience, including budgeting; financial management (tracking, reporting and accounting); and procurement
Experience with activity design, development, and implementation
Experience working in Burkina Faso or other Sahel countries undergoing transition preferred, but not required
Experience with remote management in transition environments preferred, but not required
Experience with political transition, peace-building, or post conflict programs preferred
Demonstrated leadership, versatility, and integrity
