Chemonics seeks a regional control tower planner (CTP) to support the Global Family Planning Visibility & Analytics Network (GFPVAN) implementation in the West Africa Region for the GHSC-TA Francophone Task Order. The GFPVAN supports cost-effective delivery of family planning products to developing countries by allowing supply chain professionals to make coordinated supply and planning decisions based on shared visibility into a common set of data. The regional CTP will serve as the functional link between the country program liaisons in select francophone countries in West Africa and regional- and global-level donors, and procurers in the control tower to help balance demand for family planning products and supply.

Responsibilities and Duties:
Oversee the submission of monthly inventory data and quarterly supply plans by the country program liaison for assigned countries
Review data that has been uploaded to determine if there are quality issues/questions that need to be addressed before the data can be used for decision-making
Collaborate with the country program liaison (CPL) to review supply exceptions flagged by the GFPVAN data visibility platform and to determine the appropriate action to request of donors/procurers to avoid stockouts, shortages, and overstocks for at least the next 12 months
Support CPL in using the GFPVAN platform for supply plan scenario building and other analytics
Serve as the West African regional GFPVAN master trainer, overseeing the training and support of other master trainers and the roll-out and quality of all GFPVAN trainings
Support key advocates in the West Africa region to navigate the GFPVAN and identifies areas for capacity development
Work closely with the policy and governance consultant to promote, engage, and build awareness for the GFPVAN in West Africa and in the country identified for onboarding to the GFPVAN
Support the policy and governance consultant to guide regional stakeholders to evaluate country readiness and capacity to on-board to GFPVAN using previous country selection databases prepared and analyzed by RHSC and USAID

Qualifications:
Bachelor’s degree in public health, statistics, or related field
At least one year of experience in forecasting and/or supply planning for pharmaceuticals, preferably family planning
Minimum of two years of experience in pharmaceutical supply chain management
Experience in software training and/or digital change management is an asset
Experience with providing virtual training is an asset
Experience working with global donors/procurers and demonstrated understanding of their procurement practices, specifically UNFPA and USAID
Strong MS Office and data visualization skills (Excel, Power BI, Tableau)
Demonstrated ability to work efficiently as part of a team, including with remote team members
Demonstrated ability to work effectively across multiple partners, including donors, technical partners, and country partners
Excellent oral and written communication ability; able to communicate and document complex processes in a clear and concise manner
Able to thrive in ambiguity and understand how to take one step at a time to work through complex problems
Ability to travel domestically or internationally for an estimated 20 percent of the assignment’s duration
Proficiency in French and good working knowledge of English
