Request to submit a written proposal for a work assignment with UNESCO

UNESCO is inviting written proposals from Individuals for the work assignment described in attachment A.
To enable you to prepare a proposal for this assignment, please find attached the following documents:

Terms of Reference (see attachment A);
Background note (see attachment B) Your written proposal should comprise:

a) A Technical Proposal consisting of:
an up to date curriculum vitae in UNESCO format,
an approach and methodology for the assignment, including a work plan in line with the Terms of Reference.

b) The amount to be charged for the assignment, which should be quoted in US dollars or in Euros only for the period 12 March 2020– 12 February 2021 as a monthly fee.
Please include any costs for travel to Paris as a separate budget line.

Your proposal and supporting documents must be in English.

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in relation to the criteria set forth in the Terms of Reference, UNESCO shall select the proposal that offers the Organization best value for money.

Attachment A
Terms of Reference – Junior Research and Communication Consultant

DUTIES AND REQUIREMENTS
Under the supervision of the Senior Policy Analyst and the Communications and Outreach Specialist, the consultant will support the GEM Report team in the areas of research and communication for the 2020 and 2021 Reports. This will entail:

1. Complete written country profiles of policies related to the regulation of non- state actors in education in Francophone countries to add to the GEM Report Education Profiles database.
2. Update the content of the country profiles already collated on policies related to inclusive education for Francophone countries to reflect changes in national policies or laws.
3. Draft one policy paper on teachers and inclusion in education based on the content from the GEM Report Education Profiles database.
4. Develop organigrams of policy influencers in countries relevant to GEM Report policy- oriented recommendations
5. Develop literature reviews and other adhoc research as required for issues related to the 2021 GEM Report on non-state actors in education
6. Analyse and collate the comments provided for the consultation for the 2021 GEM Report on non-state actors in education.
7. Provide support to the Communications and Advocacy Specialist as required, including assisting with French language social media content and other materials in French.

Deliverables
At least 30 country profiles written of policies related to non-state actors in education by 12 April 2020
Cross-checked contact information for at least 30 policy influencers in at least 15 countries added to the GEM Report CRM by 12 May 2020
At least 10 profiles on inclusive education updated by 12 June 2020
One policy paper drafted on teachers and inclusion (approx. 16 pages) by 12 July 2020
3 x social media packs in French (approx. 6 pages) by 12 August 2020
Literature reviews for specific issues covered in the 2021 GEM Report on non-state actors (approx.. 15 pages) by 12 September 2020
Uploading of the French language version of the 2020 GEM Report on inclusion and the 2020 Gender Report onto Wordpress (approx. 25 webpages) by 12 October 2020
Translation of at least 6 news alerts into French (approx. 2 pages each) by 12 November 2020
Translation and editing of at least 4 press releases into French (approx. 10 pages) by 12 December 2020
Translation and editing of at least one PowerPoint in French (approx. 12 slides) by 12 January 2021
Collation of comments provided for the online consultation run for the 2021 GEM Report on non-state provision of education (approx. 10 pages) by 12 February 2021

The consultant will need to demonstrate excellent knowledge of English and French.

Attachment B. Background note

Global Education Monitoring Report 2020 - 2021

The Global Education Monitoring Report (or GEM Report), formerly known as the Education for All Global Monitoring Report (GMR), is an editorially independent, authoritative, and evidence-based annual report that monitors progress in education in the Sustainable Development Goals (SDGs), which have been adopted as part of the 2030 Agenda for Sustainable Development. The Report is funded by a group of governments, multilateral agencies and foundations and published annually by UNESCO to serve the international community. It is widely recognised as an indispensable advocacy and technical tool supporting inclusive and equitable quality education and promoting lifelong learning for all.

With its renewed mandate, established in the Incheon Declaration of the World Education Forum in May 2015, the annual GEM Report series has two objectives: provide updates on national, regional and global progress with respect to the SDG 4 monitoring framework; and analyse a major theme identified in the Education 2030 Framework for Action that puts progress towards the education targets at risk, proposing effective policies and making recommendations. The theme of the 2020 GEM Report will be inclusive education. Originally, the concept was focused on students with disabilities. Over time, inclusive education has taken on a broader meaning, encompassing all learners and focusing on policies to provide quality education to all. The Report will cover all mechanisms that expose any children, youth and adults to exclusion risks, while maintaining a special focus on people with disabilities.

The 2021 GEM Report will examine the scale of the phenomenon and emerging trends, as well as the evidence and implications of non-state involvement in education systems around the world. It will examine the issue at different levels of education, from early childhood to higher and adult education.
