Organizational Context

Thus, the focus on equity is so vital as it accelerates progress towards UNICEF’s universal mandate, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Job organizational context.
In line with the Sustainable Development Goals (2015-2030) and the UNICEF Strategic Plan (2018-2021), the UNICEF Regional Office in West and Central Africa (WCARO) is implementing the 2018-2021 Regional Office Management Plan (ROMP) in response to regional priorities. The 2018-2021 WCARO Management Plan is built around the five goal areas of UNICEF’s Strategic Plan 2018-2021 and aims to deliver tangible results for children in the West and Central Africa Region (WCAR). It outlines the programming, strategic, and management interventions and strategic shifts where UNICEF will need to make greater investments over the next four years.
The priorities and organizational focus will primarily be on eight Key Results for Children in the Region. WCARO has identified eight areas for which we will focus our investments to accelerate results for children. UNICEF WCARO aims to achieve these results through convergence rather than a focus on traditional sector strategies. While moving these agenda forward, UNICEF pays special attention to building internal and local capacity for evidence generation and knowledge management, improving collaboration and relations with partners and donors. Yet, the section has prioritized partner and resource leveraging to accelerate scale-up, and support to implementation with validation as a proof of concept. In this regard, programme coordination and knowledge generation, including documentation lessons learned, best practices and innovations, scientific publications are critical. This will contribute to fostering UNICEF’s strategic and technical leadership, visibility, and accountability vis à vis partners and national governments.

How can you make a difference?

Purpose for the job
The Programme Specialist (Coordination) will support the Deputy Regional Director (DRD) in the management and coordination of activities for the Common Agenda and strategic goals. The Programme Specialist (Coordination) will work in close collaboration with regional programmes (Child Protection, Education, Health, HIV/AIDS, Nutrition, Social Policy, and WASH) and cross-cutting sectors (Administration, Adolescents, Communications and C4D, ECD, Emergency, Gender, ICT4D, Partnerships, PM&E) to ensure that activities are in convergence with one another and in congruence with UNICEF Strategic Plan (2018-2021) and UNICEF WCARO ROMP (2018-2021). Under the overall direction of the DRD, the staff member will provide support in the i) systematic programme coordination within the regional office; ii) strategic and technical inputs to guide Regional and Country Program teams; iii) effective exchange of information and knowledge generation; and iv) preparation of materials or any programmatic reports that strengthen UNICEF’s mandate and visibility during high-level meetings and events with governments, donors, national stakeholders, and other partners.

Summary of key functions/accountabilities:

Systematic Regional Programme Coordination
1. Support the DRD for effective oversight, monitoring, and guidance results for the successful implementation of the Regional Office Management Plan and related objectives, work plan, and activities of the Regional Office team.
2. Monitor implementation and progress of Common Agenda work plans and collaborate with regional programme colleagues to ensure achievement of results according to targets and performance standards.
3. Support the DRD in the organization of regular Program Coordination Meetings, including preparation of agenda, follow-up of action points, and dissemination of notes for record and action plans.

Strategic and technical support to guide Regional and Country Program teams
1. Collect and collate data, review data quality, and analyze and disseminate findings that relevant for advancing the Key Results for Children and other common agenda to foster UNICEF’s technical leadership, visibility, and accountability to partners and disseminate lessons learned, good practices, and innovations.
2. With guidance from Regional Advisers, provide strategic level advice to Country Offices and Country Program teams to secure optimal results in line with results-based programming.
3. Support effective advocacy, communication resource mobilization, and networking through partnership and collaboration at the global, regional, and country levels.
4. Provide ad-hoc technical, operational, and planning support to all other aspects of Regional and Country Office work, as assigned by the DRD.

Support for effective exchange of information and knowledge generation
1. Work closely with the DRD and Regional Advisers in preparing, writing, reviewing and editing reports, briefs, manuscripts, and articles for publication to ensure optimal quality of the documentation.
2. Actively contribute to regional activities and exchange of information/ideas with other programme/projects, related to the formulation, planning, implementation and monitoring & evaluation of overall regional strategies and support to country offices.
3. Coordinate the sharing of relevant information and documents within the regional office teams, and between regional office and UNICEF country offices, UNICEF HQ, and inter-UN agencies.

Support for preparation of materials that strengthen UNICEF’s mandate and visibility
1. Work closely with the DRD and Regional Advisers in preparing, writing, reviewing and editing speeches, presentations, talking points, correspondences, and other communication materials to reinforce UNICEF’s mandate and visibility during high-level meetings, conferences, and events with governments, donors, national stakeholders, other UN agencies, and other partners.
2. Provide support to DRD to ensure that WCARO’s effective contribution to and integration of UNICEF programme initiatives in broader UN programme activities.

IV. Impact of Results
• It is expected that the expertise of the staff member will significantly impact the coordination and convergence of UNICEF WCARO’s activities positively to accelerate the achievement of WCARO’s Common Agenda and the Key Results for Children.
• The efficacy and efficiency of the support provided by the position in terms of technical assistance to countries will provide high-level customer service and stewardship to governments and partners. Technical decisions made by the incumbent on data quality, documentation, and dissemination will directly affect the achievement of the ROMP results. The staff member will ultimately contribute to enhancing the leadership, credibility, and ability of UNICEF in the area of data for action as critical components to protecting the rights of every child in West and Central Africa.
• Ineffective interaction with the government and other partners will negatively affect the implementation and acceptability of UNICEF’s programs, data, and evidence. This post is technical and will be under the direct supervision of the Deputy Regional Director on the overall work framework and organizational policy. Therefore, the incumbent is expected to consult with her/his supervisor when decisions and actions must be undertaken.

To qualify as an advocate for every child you will have:

Education:
University degree in public administration, international relations, economics, statistics, demography, or equivalent in social sciences or similar disciplines related to the technical field.

Experience:
Five years of professional work experience in documentation, data collection, analysis and reporting, including writing papers.
Advanced ability to express clearly and concisely ideas and concepts, excellent writing skills and attention to details, specific skills in statistical analysis and data presentation will be an added advantage.

Language Requirements:
Excellent knowledge of English (preferably native) and French.
