Task description :
The 5th phase of the Sustainable Land Management Programme (SLM V), financed by the German development bank Kreditanstalt für Wiederaufbau (KfW) and implemented by the Ministry of Agriculture of the Republic of Ethiopia (MoA), intends to reduce land degradation of the Lake Chamo Basin (intervention area) in the Southern Nations Nationalities and Peoples Region (SNNPR), through sustainable land management and restoration measures in the basin area, thereby increasing livelihood and food security of small farm households.

Qualifications :
Qualifications

Education : Postgraduate university degree in Natural Resource Management or Rural Development and/or Land Management or in a related topic;

8 years of proven work experience in areas such as community development, integrated rural development, adaptation to climate change, natural resource management, and participatory measures;

Specific experience working with the communities and development partners in the Lake Chamo catchment area;

Practical experience in dry land management would be a strong asset;

Leadership/management experience: 3 years of coordination/leadership experience as (deputy) team leader or project manager in relevant long-term positions;

Work experience with donor-funded projects and Development Cooperation (DC) experience; previous work for German Development Cooperation, in particular with the German Development Bank Kreditanstalt für Wiederaufbau (KfW), would be an asset;

Strong networking experience with decision makers, NGOs, and experts related to the project’ topics in Ethiopia;

Language : C1 proficiency level in English and Amharic; knowledge of a local language of the Lake Chamo region is an asset.

Tasks

Work closely under the guidance of the Chief Technical Advisor (CTA) with the project coordination unit (PCU) and national stakeholders to develop appropriate approaches for implementing the project;

Takes over her/his duties in the CTA's absence;

Contribute to the general management and oversight of the programme results and measures in accordance with the approved log frame and time schedule and in close cooperation with the CTA;

Liaison with all relevant departments and units of MoA;

Assist the CTA in coordinating activities with other development partners;

Assist the CTA in preparing reports and annual work plans/operational plans;

Support the development of strategies and action plans for relevant demand-driven measures to be implemented;

Work together with the procurement officer in procuring works, goods and consulting services according to agreed procedures and in line with Ethiopia’s national laws;

Provide technical guidance as regards the preparation of the ToRs of short-term experts and assistance as regards the selection of appropriate candidates;

Assist in financial monitoring of approved budgets;

Supervise under the guidance of the CTA programme personnel (including support staff) and sub-contractors (including short-term experts).

Location: As part of the Project Coordination Unit (PCU), the Deputy Chief Technical Advisor will be based in Addis Ababa.
