Job Purpose
The purpose of this position is to oversee and coordinate the Secretariat’s efforts in the Region to support the demand-driven development of relevant, accountable and sustainable National Societies with the necessary legal, ethical and financial foundations, systems and structures, competencies and capacities to plan and perform, in line with the IFRC Strategy 2030.
Job Duties and Responsibilities
Work with southern Africa NSs and in-country Movement partners to ensure high-quality NSD support:
Maintain good working relationships and ensure timely two-way communication with the colleagues managing National Society development and the movement partners operating in Southern Africa.
Work with NSs and Movement partners individually and collectively to ensure a coherent NS development offer in line with the 2013 NS development Framework, NSD Compact of 2019 and the NSD Policy in line with Strategy 2030 and Agenda for Renewal.
Be focal point for National Society statutes revision process, liaising with the Joint Statutes Commission as appropriate.
Be focal point for the development of the National Society Development strategy or Turn Around Strategies for NSs.
Be focal point for the revision of the Strategic plan of NSs.
Be the focal point for Pan-African conference Indicators follow-up with NSs.
Be the focal point for the Capacity Building and Empress Shoken Funds, liaising with the regional Policy Strategy and
Knowledge (PSK) team as appropriate.
Be country focal point for leadership development initiatives, liaising with the Regional PSK team as appropriate.
Work with IFRC functional departments to ensure high-quality NSD support to National Societies:
Maintain good working relationships and ensure timely two-way communication with Regional Office and other Cluster Office colleagues overseeing functional support to National Societies Development.
Support other Movement actors and other interested actors to ensure high-quality NSD support to National Societies:
Maintain good working relationships and ensure timely two-way communication with other Movement actors overseeing programmatic and functional support to NSs in the Cluster.
Work with these colleagues individually and collectively to ensure a coherent IFRC NS development offer to NSs in line with the 2013 NS development Framework and the recently approved NSD policy.
Maintain, develop, and share relevant learning related to National Society development:
Maintain up-to-date personal expertise in at least three specialist areas (legal frameworks, resource mobilization, volunteer management, sustainability of NSs, gender and diversity, branch development governance and leadership. etc.) of National Society development and act as a focal point for the NS NSD and other stakeholders in these areas.
Lead processes to expand and share NSD knowledge through development of research, case studies, training, etc. and identify, document, and validate relevant knowledge and learning and making it available to NS and its Movement partners. Collect, document, and validate outcomes and learnings of individual support interventions and aggregate the data and findings to higher levels.
Collate relevant data through, FDRS and other existing data collection systems and analyse and interpret key patterns and systemic organisational weaknesses, to better focus the secretariat’s support to National Society development.
Assure quality of new IFRC and other tools, and their alignment with the 2013 National Society Development Framework and the NSD policy.

Provide surge OD expertise to support field colleagues when required:
In coordination with Cluster and Country colleagues, be available to carry out missions to other NSs to support / complement regional strategies.
Financial Sustainability with focus on Branch and Leadership Development in coordination with the Africa Region:
Working closely with the Regional Office for Africa, the incumbent will be responsible for coordinating the leadership and branch development project: proposal development, planning, budgeting, implementing monitoring and reporting.
Technically report to and liaise with the Africa Region Office in Nairobi (Regional Head, Membership Services), where the accountability of the project lies.
Manage technical discussions with the financial sustainability partners.
Coordinate and plan with seven cluster delegations (Central Africa Republic, Cote D’Ivoire, Ethiopia, Sudan, South Sudan, Uganda and Zambia) for effective implementation of the project, ensuring connectivity between the different initiatives from the different technical stakeholders.
Support through working with the respective NSs leaders involved in the project in developing, planning and implementation of financial sustainability with branch and leadership development.
Co-develop a follow-up proposal for leadership and branch development to continue the project beyond 2023.
General Management:
Lead the management of NSD direct line reports.
Represent the delegation in high-level meetings in the absence of the Head of CCD.
Support in Resource Mobilization for the IFRC CCD office.
Ensure a well-managed Financial Sustainability project while promoting a culture of performance and continuous learning.
Ensure effective coordination with NLRC project focal points and partners from respective NSs and Country Delegations.
Promote and support peer-to-peer initiatives in National Society Development, Governance, Movement Coordination and
Financial Sustainability.
Contribute to an effective, high quality global NS development team:
Provide progress reports to the direct supervisor(s) on results against objectives, and risk analysis.
Demonstrate flexibility in work definition according to needs and targets, and work to improve team efficiencies and effectiveness.

Education
University degree, with emphasis on humanitarian or development issues
Experience
At least 5-8 years of experience within the RC/RC Movement
Proven credibility in relation to organisational development and capacity enhancement, change management, and related aspects
Knowledge, Skills and Language
Able to undertake strategic thinking and translate this into practice
Able to work with due sensitivity in a multi-cultural environment and virtual or/and dispersed teams
Strong written and oral communication skills
Able to build partnerships and network effectively and to influence and inspire others including the membership, governments, other agencies, and own peers, staff, and partners

Fluent spoken and written English
Good command of another IFRC official language (French, Spanish or Arabic)
