Project description
The Lake Chamo catchment area is located in the Ethiopian Rift Valley system, about 520 - 560 km south of Addis Ababa. The watershed comprises a total area of 1943 km2, the surface area of the lake itself is 329 km2, and the altitude of the catchment area ranges roughly between 1100 and 2200 m asl. Lake Chamo is mainly fed from Sile and Sego Rivers which receive little rainfall in a short rainy season. Water from the Kulfo River, also draining into Chamo Lake, is excessively extracted for irrigation in the dry season, which leaves the river dry and diminishes its capacity to recharge the adjacent wetland and riparian forests close to Arba Minch town and Nechisar National Park. Currently there are no effective regulations in force to control water extraction from the lakes and its tributaries. The forest cover in the Lake Chamo catchment area has declined from ca. 30% at the turn to the 20th century to less than 4% in the early 1990's. Today, the forest is confined to small remnants in high altitudes and to a riparian forest at Lake Chamo within the national park. The basin is densely populated and intensively used for small-scale agricultural production in the upper catchment areas and commercial and irrigated production in the lower and flatter areas closer to the lakes. Intensive farming on steep slopes, high population density and deforestation, amongst other reasons, are causing excessive soil erosion. This soil erosion affects both, the highland farmers loosing fertile topsoil, lowering their resilience as well as sediment and nutrient wash-out which is carried into Lake Chamo altering its physical and chemical properties and threatening the ecosystem, and henceforth the peoples livelihood.

Job description
The National senior long-term expert for Organisational Development shall contribute to the development of a holistic, crosssectoral landscape approach which enhances the participation of local communities, strengthens local ownership and increases their benefits from land rehabilitation. This is to increase the livelihood of local people and enhance sustainability. Additionally, to the approaches pursued by SLMP in Ethiopia, new tree plantings, managed natural regeneration of the remaining forests, agroforestry, or improved land management to accommodate a mosaic of land uses, including agriculture and managed plantations, and more should be considered. This may include the plantation and usage of economically important trees such as fruit trees.

The National senior long-term expert for Organisational Development supports developing a landscape approach in the Lake Chamo area in the Southern Nations, Nationalities and Peoples’ Regional State (SNNPRS) by capacitating local extension workers and relevant stakeholders in the lake catchment area during planning, implementation, and monitoring of sustainable watershed management through training, coaching, and backstopping.

Specific tasks:

Identify in cooperation with the value chain expert options for livelihoods development in the project landscape
Lead the process of establishing WUAs; provide advisory services to the communities
Conduct assessment of socio-economic conditions of the lake catchment and identify possible measure for sustainable development
Provide advisory services regarding the role of women and youth in WUAs and other fora
Train woreda experts and DA on social and environment management frameworks
Study and evaluate livelihood options through general cost benefit analysis for reducing impacts on ecosystems in the communities
Review the impact matrix, and refine the indicators of achievement, if necessary
Make sure that the project will adhere to the social and health safeguards including the recommendations by the gender analysis

Qualifications
Education/training: Postgraduate university degree in Social Science and or Gender Studies and or Community Development and or Natural Resources Management with a specialisation in Social Aspects
Language: C1 proficiency level in English7, C1 proficiency level in Amharic and the local language of the area of assignment (i.e. the ethnic languages around Lake Chamo)
General professional experience: 8 years of professional experience related to the organisational development in the rural context (3 long-term assignments, i.e. > 6 months, in the past 10 years)
Specific professional experience: 3 years of proven track record in the SLM context related to community-based organisations, gender development and environment, experience on work for internationally funded projects (2 assignemnts) – 2 major contributions of the experts are to be describe in the context of the selected / highlighted assignments
