Organizational context:

As conflict, climate crises and economic shocks become more frequent, WFP’s strategic priorities will be to support people in meeting their urgent food and nutrition needs and achieving better nutrition, health, education, and sustainable livelihoods. One of the Nutrition and Food Quality Service’s strategic priorities is to better support nutrition situation analysis using the drivers of acute malnutrition, in order to inform action.
About the Project
The Nutritional Vulnerability Analysis Consultant (NVA) will be an integral member of the Nutrition in Crisis team. This role will contribute to the strengthened partnership between UNICEF and WFP on Nutrition Information System issues and is part of a broader initiative to enhance Nutrition Information Systems in fragile and crisis-affected countries.
The NVA was initiated at the end of 2023 in response to the Gaza context, where limited data on nutrition outcomes were available. The process and output have a dual objective: 1/ To ensure that the nutrition community can assess/monitor the nutritional situation in a timely and regular manner, and 2/ To guarantee that the nutrition sector can provide clear messages to inform both programming and decision-making, even in absence of nutrition outcome indicators. As an innovative approach, it proposes a new model of nutrition situation analysis that focuses on the main drivers of acute malnutrition, using several possibilities for nutrition-sensitive data collection - including qualitative information - and adopts a consensus-based analytical process involving nutrition partners, as well as partners from other sectors.
Building on the positive experience from Gaza, which enabled the nutrition sector to present a holistic analysis of the nutrition insecurity faced by children under 5, pregnant and lactating women and other vulnerable groups, the NVA exercise was repeated in Sudan in April-May 2024, where humanitarian access also limits the availability of anthropometric data collection.
The NVA is a consensus-driven approach that is led by WFP and UNICEF. The process involves the identification of areas where it is not feasible to collect nutrition outcome data and, together with the national nutrition cluster coordination team, identifying the scope of the NVA. UNICEF and WFP lead the consensus-driven working sessions with all partners, including conducting various bilateral key discussions to understand the situation. A report is drafted after this consultation.
ACCOUNTABILITIES/RESPONSIBILITIES:
Identify areas where there are gaps on data on nutrition outcomes.
Together with the UNICEF NVA lead and the national nutrition cluster team, map out areas where there are clear gaps in data on nutrition outcomes.
Liaising with other partners identify avenues for quantitative and qualitative data collection.
Liaising internally within WFP, ensure assessments are nutrition-sensitive, incorporating questions on nutrition vulnerabilities where feasible.
Together with the UNICEF NVA lead and the NIS TWG, validate the questions to be included in the various quantitative and qualitative avenues.
Support in compiling the data in the nutrition vulnerability analysis analytical framework.
Together with the UNICEF NVA lead and the national nutrition cluster team, compile all data available on the drivers of acute malnutrition into the analytical framework.
Determine further data gaps, following up with partners and donors as needed.
Lead the NVA working sessions together with the UNICEF NVA lead and the national nutrition cluster team.
Facilitate the NVA working sessions, ensuring participation of partners involved at the identified geographical area for the NVA.
Follow up with further key informant interviews if needed in order to gain a comprehensive understanding of the situation of the drivers of acute malnutrition in the given area.
Draft the NVA report, ensuring inputs from all participants from the working sessions.
Lead the drafting of the NVA report, ensuring that all information from the analytical framework is incorporated and the narrative is clear.
Ensure a link with the UNICEF, WFP and GNC communication teams to ensure there is a communication and dissemination plan including formatting, editing and advocacy plans if needed.
SUGGESTED DELIVERABLES:
For each NVA deployment
A mapping of data availability and gaps as well as identified entry points for quantitative and qualitative data collection. A completed analytical framework. A draft NVA narrative.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Master’s degree in public health, epidemiology, nutrition, or related field
Experience:
Experience with global food security and nutrition and EWS (at least 3 years)
Experience with nutrition information systems considered an asset.
Building strategic partnerships with partners to support policy and programme decision-making.
Presenting findings or evidence to diverse audiences, including government stakeholders, programme staff and academic partners, in a digestible and context-relevant format.
Working within and managing multi-disciplinary teams.
Knowledge & Skills:
Extensive understanding of the global food security and nutrition landscape and key stakeholders.
Knowledge and ability to interpret literature and data related to nutrition.
Strong analytical skills
Ability to coordinate and manage efforts from multiple stakeholders for common a common purpose.
Fully committed and motivated to achieve the aims of WFP
Strong team player
Languages:
English and another UN language is an asset.
Terms and Conditions:
The When Actually Employed (WAE) will be based remotely. The contract will be of 70 days over a period of 11 months.
