Projet : Support to the Preparatory studies under EU GREEN FACILITY

The TL will supervise the study.The specific objective of the study is to develop a pre-feasibility analysis as part of the preparation of an integrated multi-sector investment project or programme which could be funded by EU, EIB and/or any other International Financial Institution (IFI). The studies will contribute to the formulation of new programmes in the water sector, improved organisation and performance of the sector; decentralisation of water management; advancestowards participative management through users and stakeholders involvement.

The study will be organised around four (4) main components:

? Component A – Create the National Water Capacity building Programme and associated

communication plan

? Component B – Conceptual study and investment plan for the subsurface drainage for water reuse

? Component C– Conceptual study and investment plan for the Industrial Wastewater reuse

? Component D – Conceptual design of mechanisms and practices to mobilise private sector

investment

It should achieve the objectives through close consultation with the relevant counterparts within the

Government, donor organisations, civil society, and other relevant stakeholders. The expert team must carry out this assignment following the EU Project Cycle Management (PCM) Guidelines

I is a part time assignment in the course of 2 years (start date is set in February 2024)

Number of working days: 80

The TL will supervise a Water management specialist and a pool of junior and senior experts.

QUALIFICATION
- Qualifications and skills required: A Master's Degree in economics, business administration or public finance; n the absence of a Master's Degree, an additional 6 years of general experience with a Bachelor's Degree in the same field.

- General professional experience:
At least 12 years of experience in PPP, blending,and project-based economics;
At least 6 years of experience in finance of water sector infrastructure projects, preferably in the MENA/ENI countries.

- Specific professional experience:
Proven Experience of at least 12 years of experience working as a financial economist in the implementation of infrastructure projects, project-based financial modelling, financial due diligence benefit-cost analysis, and/or impact & monitoring analysis.
Proven working experience in preparing feasibility studies determining NPV of investment costs and setting tariffs in the water /agriculture sector for at two funded Programmes by EU or another European Financing Institution.
Working experience in working with Government officials or another public administration advisory role in his/her capacity as an economist is an asset.
Proven experience as a Team Leader on at least 3 projects in the last 10 years in largescale international cooperation projects and programmes in the water sector.
Proven experience of at least 2 years of conducting stakeholders’ consultations and analysis is an asset.
Proven working experience in at least 2 Feasibility Studies in the water sector.
Proven international Experience outside country of origin is an asset.
Specific experience in infrastructure projects; the identification of bankable projects is considered an asset

- Language skills: Fluency in written and spoken English is mandatory. In addition, knowledge of Arabic would be an asset
