ORGANIZATIONAL CONTEXT
Job holders operate under the direct supervision of the Head of Office in Nampula. He/she will be involved in day–to–day monitoring of livelihood activities and technical supervision. Subject to the guidance, job holders will provide advice on asset issues, applying the established norms, and standards regulations and providing expertise in making determinations and recommendations across a range of asset activities.
JOB PURPOSE
To coordinate activities in Nampula province, with a special focus on the provision of early recovery packages, interventions on climate change adaptive food systems as well as support to refugees-related actions.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of the Head of Field office, and working in close collaboration with technical staff from WFP and other UN Agencies, the Recovery and Resilience Building Officer will perform the main two following tasks:
1. Coordinate technical team in the Field Office.
2. Oversight of all WFP’s actions in Nampula province, with a special focus on interventions falling under SO1 (emergency, school feeding, nutrition, relief, IDPs, refugees, etc.) & SO3 (resilience, livelihoods, small holder farming, etc.).
3. Provide technical assistance to all SO1 and SO3 initiatives (following the standards, norms and practices of the Standard Operations Procedures, ensuring compliance with wider WFP policies, procedures, guidelines and operations; quality checks, etc.).
4. Participate in technical design and/or review of CBPPs (Community Based Participatory Planning) and assets to be created through Food for Assets (FFA) and/or Cash for Work (CfW).
5. Lead the Environmental and Social Safeguards screening of all activities as per WFP guidelines.
6. Make sure various monitoring surveys (PDM - Post distributing Monitoring, Outcome Monitoring, etc.) are carried out timely and recommendations are applied.
7. Coordinate data collection and report drafting of all initiatives in Nampula province.
8. Design and lead capacity-building initiatives for various stakeholders.
9. Establish and maintain partnerships with partners and government focal persons.
10. Contribute to assessments and concept notes/proposals designed for initiatives in Nampula province.
11. Any other tasks as required.
STANDARD MINIMUM QUALIFICATIONS
Education: First degree in food security, development studies, social science, agriculture, engineering, environment and similar subjects. An advanced degree in relevant subjects would be an asset.
Experience: At least 5 years of progressive work experience in designing and implementing interventions at national or community levels focusing on climate change adaptation, climate and disaster risk management, or related areas. Experience with WFP and other relevant UN agencies is considered an asset.
Languages: Fluency in both written and spoken communication in the Portuguese and English languages.

TERMS AND CONDITIONS
Type of contract: Service Contract, Level 8
Duty Station: Nampula, with frequent field visits to the communities and resettlement centres in the Nampula province. Eventually, the Programme Policy Officer might support the implementation of early recovery interventions in the southern districts of Cabo Delgado.
Duration: 06 months renewable
This position is open to Mozambican Nationals Only.
