Ethiopia is situated in the Horn of Africa and is the second most populous country on the continent, with an estimated population of 115 million. It borders six African countries: Djibouti, Eritrea, Kenya, Somalia, South Sudan, and Sudan, and covers 1,104,300 square kilometers. Approximately 85 percent of the population lives in rural areas. Ethiopia represents a melting pot of ancient cultures with Middle Eastern and African cultures evident in the religious, ethnic, and language composition of its people.

Over the past two years, children and their families across Ethiopia faced multiple and complex emergencies, such as the conflict in the northern Ethiopia and the drought, which resulted in millions of people in need of urgent humanitarian assistance. UNICEF has programmes in Child Protection, WASH, Health, Nutrition, Social Policy, and Education and serves over 15 million children in Ethiopia. How can you make a difference?

Purpose:

To support the Ministry of Education (MoE) in:

Developing a high-quality Program Concept Note that reflects inputs from the MoE and members of the Local Education Group for the System Transformation Grant ($107.59 million) and Girls Education Accelerator ($25 million), and Multiplier Grant ($2.69 million) for approval by the GPE Secretariat.
Developing a high-quality Grant Application Package (Programme Documents, Budget, and relevant annexes) for the System Transformation Grant ($107.59 million, Multiplier Grant ($2.69 million), and Girls Education Accelerator ($25 million) and Multiplier Grant ($2.69 million) based on key sector priorities and documents, including the Programme Concept Note, the GPE Compact, among others, and in line with the agreed timeline.
Managing all the consultative processes, including convening and facilitating consultation workshops and meetings required to gather and integrate inputs from key stakeholders such as the MoE and members of the Local Education Group to ensure shared consensus on priorities and processes to develop Programme Document Development; and
Revising the Grant Application Package to address and integrate inputs from the MoE and GPE secretariat, ensuring that the final outputs incorporate critical inputs from stakeholders and meet all quality assurance standards for approval by the GPE secretariat.
Scope of Work:

The overall objective of the consultancy is to support the preparation, development, and finalization of the high-quality Grant Application Package (Programme Documents, Budget, and relevant annexes) in compliance with the guidelines and templates of GPE. Specifically, the scope of the assignment is as follows:

Review the Partnership Compact, GPE Board Guidelines and Board Decision on Ethiopian, Ministry of Education policy documents, evidence, strategies, and sector development plans, as well as other relevant documents already shared with the GPE Secretariat to inform the development of documents.
Revising the Program Outline/ Concept Note, ensuring that it reflects inputs from the GPE Secretariat, MoE, and members of the Local Education Group, for the System Transformation Grant, Girls Education Accelerator, and Multiplier Grant for approval by the GPE Secretariat.
Developing a high-quality DRAFT Grant Application of the System Transformation Grant, Multiplier, and Girls Education Accelerator following GPE guidelines and informed by key sector documents, including the Programme Outline/ Concept Note, Partnership Compact, GPE Board Guidelines and Board Decisions, Sector Plans and Strategies and in line with the stipulated timeline for submission to the GPE Secretariat.
Ensure alignment of STG programme document with the GEA Programme Document.
Managing all the consultative processes, including convening and facilitating consultation workshops and meetings required to gather and integrate inputs from key stakeholders such as the MoE and members of the Education Technical Working Group to ensure shared consensus on interventions to be implemented based on the priorities of the Partnership Compact, Ethiopia’s Education and Training Roadmap (2018 – 2030), and the sixth Education Sector Development Program (ESDP-VI), Ethiopia Education Transformation Programme and processes to develop Programme Document Development.
Revising the Programme Documents in the Grant Application Package to address and integrate inputs from the MoE, LEG, and GPE secretariat- ensuring that the final outputs incorporate critical inputs from stakeholders and meet all the required GPE Secretariat quality assurance standards.
Finalizing the Grant Application Package using templates provided by GPE and with input from UNICEF and implementing partners, other GPE Grant Agents, MoE, and the Local Education Group (LEG) for submission to the GPE Secretariat before October 17, 2023.
Home-based. However, the consultant will need to make in-country travel to Addis Ababa, Ethiopia, for about 30 calendar days for technical support towards the effective planning and facilitation of stakeholders’ consultations, including the LEG review meeting to endorse the final submission.

To qualify as an advocate for every child you will have…

An advanced university degree in Education or Social Sciences
A minimum of eight (8) years of experience working in a development context.
Experience of work in a UN organization is an asset Desirable.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
Technical expertise in developing high-value applications for the Global Partnership for Education grants.
Sound knowledge of GPE guidelines and processes, Education Programming, planning, and policy-making processes in the public sector or government.
Ability to engage and work with a variety of stakeholders (Government, development partners, civil society, indirect and direct program/project beneficiaries).
Analytical, with good computer and data analysis skills.
Familiarity with the Ethiopian education context.
