Fonctions et responsabilités
In December 2022, the United Nations in CAR and the Central African Government signed the 2023-2027 United Nations Sustainable Development Cooperation Framework (UNSDCF). This joint United Nations strategic framework outlining the UN five-year support to the national Recovery and Peacebuilding Plan (RCPACA), the 2030 Agenda for Sustainable Development and Agenda 2063 – the Africa We Want.
In an effort to support operationalization and implementation of the UNSDCF, reinforce joint work and the spirit of “Delivering as One”, the UN family in CAR is planning five (5) retreats for the UN Country Team (UNCT), the Programme Management team (PMT), the Operations Management Team (OMT), Monitoring and Evaluation (M&E) working group and the RCO team between September and December 2023.
In this regard, the Resident Coordinator’s Office seeks to an international consultant to support and facilitate retreats preparations.

The consultant will contractually report to the Head of the Resident Coordinator Office in close collaboration with the RCO team. All costs directly related to this contract will be covered through the UN Resident Coordinator Office.

All installments will be processed subject to the RCO’s assessment of the basic requirements of completeness and quality of content in line with the Terms of Reference

Qualifications/Compétences
• Advanced university degree (master’s and equivalent) in development studies, management, social sciences, international relations, or related field is required.
• A minimum of 3 years’ experience with either the UN and/or NGO in any relevant area of socio-economic development, emergency response, and/or post-conflict contexts, in programme/project implementation, analysis and reporting, knowledge management and/or, archiving and documentation is required.
- Demonstrates integrity by modeling the UN's values and ethical standards, Sensitivity to cultural, gender, religion, race, nationality and age differences. Fulfills all obligations to gender sensitivity and zero tolerance for sexual harassment; ability to exercise sound political judgment.
- Outstanding communication (spoken and written) skills, including the ability to conduct consultations and interviews and to articulate ideas in a clear and concise style is required.
- Good knowledge of the UN system, UN Development System Reform, and the UN Sustainable - Development Cooperation Framework Guidelines.
- Ability to collect and review a wide range of data, to synthesize large amounts of information rapidly, and to write reports.
- Ability to conceptualize and analyze problems to identify key issues, underlying problems, and how they relate.
- Technical competence in undertaking analysis which involve use of mixed methods.
- Ability to respond positively to critical feedback and differing points of view.
- Ability to handle a large volume of work under time constraints.
- Ability to share knowledge and experience and provide helpful feedback and advice.

Traduction
Fluency in spoken and written French and English is desired.
