The Country Programme of Cooperation between the Government of Mozambique and UNICEF (CPD) for 2022-2026 aims to support Mozambique to accelerate efforts towards achieving the targets of the 2030 Agenda for Sustainable Development and meeting its commitment to respect, protect and fulfil the rights of children, in line with the Convention on the Rights of the Child (CRC) and the Core Commitments for Children in Humanitarian Action. It derives from the United Nations Sustainable Development Cooperation Framework (UNSDCF), 2022–2026 and aligns with the Government Five-Year Plan 2020–2024, the National Development Strategy 2015–2035 and relevant sector policies and programmes.

How can you make a difference?

Under the overall direction and guidance of Chief of Emergency and Field Operations (L4) and the WASH in Emergency Manager (L4), the WASH Cluster Coordinator will provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by WASH implementing partners, through ensuring the 6+1 Core Functions of coordination as outlined by IASC. Summary of key functions/accountabilities

The post holder is responsible for providing predictable, timely and strategic leadership and representation for the Cluster at national level and support sub-national cluster coordination.
She/he is responsible for leading a range of stakeholders, beyond their immediate direct reports, to work collectively towards the realization of a shared goal based on evidence.
The main tasks and responsibilities associated to this post will include, but not be limited to:

Coordination, representation, and leadership
Needs assessment and analysis
Strategic response planning
Resource mobilization and advocacy
Implementation and monitoring
Operational peer review and evaluation
Accountability to affected populations
Strengthen national and sub-national capacity

To qualify as an advocate for every child you will have…

An advanced university degree in one of the following fields is required: public health, social sciences, health and hygiene behavior change communication, WASH-related engineering or another relevant technical field. Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.
Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.
A minimum of 5-7 years of professional experience in WASH-related programmes planning, management is required. Relevant experience in programme management in WASH related areas in a UN system agency or organization is considered an asset.
Experience of working in the humanitarian coordination system is desirable.
Experience in effective management of human resources/teams in high stress/risk environments is an advantage.
Experience in a mixed set of country contexts, in multiple geographic regions, including a deployment mission with UN, Government or INGO is strongly desirable.
Experience in humanitarian contexts is required with experience in development contexts an added advantage.
Fluency in English AND Portuguese, Spanish or another Latin language is required.
