BACKGROUND

Purpose of Activity/Assignment:

Provide targeted monitoring support for priority coverage and equity interventions in focus countries as part of catch-up, recovery and strengthen to reduce the number of zero-dose children and COVID-19 integration efforts into Primary Health Care (PHC) to get countries back on track of the IA2030 targets.

Scope of Work:

The following tasks should be completed:

Routine immunization catch-up and recovery situation as well as integration of COVID-19 vaccines into RI & PHC
Development of methods/tools to track RI catch up and recovery including reduction in the numbers of zero-dose children
Analysis of barriers and bottlenecks to deliver and strengthen integrated immunization and other primary health care services in high burden zero-dose countries
Development of tools and guidelines aimed for quantitative and or qualitative analysis rapid survey and analysis of administrative data focused on zero-dose children/communities
Quantitative and qualitative data collection or monitoring, analysis and reporting to track RI catch up and recovery including reduction in the numbers of zero-dose children in two phases
Prompt sharing of information to RO and CO on improving immunization coverage and equity, and reduction of overall zero-dose children
Provide inputs and participate in relevant data meetings and working groups to identify potential platforms and design solutions to improve immunization coverage and equity monitoring
Monitor, track implementation of the zero-dose dashboard in few targeted countries (at least 3 countries)
Development of tools and guidelines aimed for quantitative and or qualitative analysis rapid survey and analysis of administrative data focused on zero-dose children/communities
Documentation and dissemination of knowledge products on catch-up and recovery of zero-dos

Qualifications

(1) Education

Advanced university degree in in public health, social sciences, or related degree.
2) Work experience

A minimum of 2-3 years’ experience in public health implementation, monitoring, research, or analysis.
Experience in and knowledge of health systems and/or immunization desired.
Experience working in low- and middle-income countries an asset
3) Competencies

Good quantitative and qualitative analytical skills including using Ms Office Software application such as Ms Excel
Good communication skills, multitasking and strong result drive.
Ability to work in a multi-cultural environment.
Language Proficiency:
Fluency in English, both spoken and written, is required.
Fluency in French, Spanish and Arabic is an advantage. Knowledge of local languages is an added value
Requirements:

Completed profile in UNICEF's e-Recruitment system

Financial proposal that will include:
your rate (in US$) to undertake the terms of reference
travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
Any other estimated costs: visa, health insurance, and living costs as applicable.
Indicate your availability
Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
