How can you make a difference?

Under the supervision of the Deputy Representative Operations, the Administrative and Finance Specialist will be responsible for the management of the Administration, Travel, and Finance units for UNICEF Niger Country, and accountable for the cost-effective, efficient and secure operations, in support of management, administration and implementation of the programmes is responsible for providing support to the supervisors and colleagues in the office by administering and executing a variety of professional and technical financial and administrative transactions and processes, applying theoretical skills and thorough knowledge of organizational goals, objectives, rules, regulations, policies, and procedures to complete the tasks.

Key functions, accountabilities and related duties/tasks

1. Effective Administrative and financial management
Manage and ensure the effective, equitable and efficient operations of the Finance and Administration Section to support and facilitate the attainment of programmatic goals and objectives of the Country Office.

2. Policy interpretation and application
As technical professional and manager, accountable for the correct and consistent application of organizational policies and procedures in the management of finance and administrative functions through the provision of technical advice and operational support to the office. In coordination with the Chief of Operations, implement the effective communication, training, roll-out, monitoring and evaluation of new operational initiatives, guidelines and procedures.

3. Fiduciary integrity/responsibility for funds and assets
Safeguard the financial resources entrusted to the office by advising on and/or managing financial assets, financial planning and cash management activities and by recommending improvements to the financial and administrative management systems and procedures. Accountable for fiduciary integrity/responsibility for funds and assets taking decision on all operational and financial transactions, disbursement of funds, and administrative arrangements. Ensure efficient, cost-effective and transparent utilization of resources through knowledge and technology transfer between offices and consistency of approaches.

4. Leadership in strategic planning and policy formulation in the areas of operations
Play an active role in planning and decision-making within the UNICEF Operations and provides sound professional input and oversight to the development, reform and change of financial, human resources and administrative policies, systems and procedures.

5. Office Services
Ensure the provision of basic offices services including premises maintenance, space management, assets and fleet management including planning maintenance and disposal, travel services and conference management.

6. CPMP
Support the Development of the finance, budget and administrative components of the CPMP is timely completed; participate in the review of office structures and operations, and compilation of required job descriptions, prior to budget preparation, in line with the country programme commitment; contribute to the preparation of budget and the accompanying justification and documentation. Participate in the country programme strategy, development, planning and preview/review meetings, to identify staffing and administrative operational requirements.

7. Compliance and internal control
Monitor and manage budget process. Monitor compliance with all Admin and financial systems and procedures and ensure integrity in all financial,
Coordinate collection of office management indicators; ensure all other operational reporting requirements are fully met for the office; in collaboration with the Deputy Representative Operations, support the implementation of agreed audit recommendations; advise on corrective measures to be taken and establish relevant internal controls. Develop training activities to ensure effective operational performance and efficiency.

8. Staff Learning and Development
Develop training activities to ensure effective operational performance and efficiency within area. Provide coaching and counselling to the staff under own supervision on performance enhancement/development.

9. Partnership Management
Collaborate to ensure adherence to financial regulations and rules pertaining to Direct Cash Transfers (DCTs) to implementing partners. Advises the Deputy Representative, Operations on finance matters. Collaborate with Programme Sections to provide creative problem solving in support of programming activities relating to finance, while maintaining sound internal operational controls.

To qualify as an advocate for every child you will have…

Advanced university degree in accounting, business administration, economics, financial management.
A valid professional certification (CA; CPA; etc.) from an internationally recognized, accredited chartered accountancy institution is an asset.
A minimum of 5 years of relevant professional office management work experience at the national and international level, including finance and accounting, premises management and complex travel services and/or other related fields. Supervisory experience is required. Previous experience in shared/common services is an asset.
Experience in a UN system agency or organization some of which served in a developing country is considered as an asset.
Advanced knowledge of Microsoft Office, especially Excel required.
Experience in database packages, web based management systems and ERP systems (preferably SAP financial modules) is considered as an asset.
Experience with IPSAS and/or IFRS is considered as an asset.
Fluency in French and English is required. Knowledge of another UN working language is an asset.
