This directly impacts the improvement of the life of the most marginaized and vulnerable women and children in the country and thereby increases the ability of UNICEF to continue to provide program services to protect the rights of children, promote greater social equality to enable children to survive, thrive, develop and reach their full potential in society.

Key Functions, Accountabilities and Related Duties and Tasks

Participates in the Country Programme strategy planning preview and reviews meetings and in the preparation of Plan of Operations and Plans of Action for procurement services portfolio to advice on supply requirements. Develops Supply component of the Country Programme, including systems for storage and distribution of supplies to all project sites
Responsible for logistics/supply planning through coordination with Government and other partners. Provides technical advice on specifications supply and logistics arrangements facilitating efficient procurement, clearance, storage and distribution of supplies and equipment, in support of the country programme procurement services transactions.
Manage the procurement services portfolio:
Ensure that key elements of Procurement Services transactions are incorporated into national, donor and UNICEF strategies and vice versa.
Ensure that PS activities/transactions are a drawdown from strategies that have been jointly established between Government and UNICEF.
Work with the government to strengthen pre-ordering and post-delivery activities for existing PS supplies and support them in establishing strategies that will maximize the decisions/impact resulting from the PS partnership.
Facilitate the establishment and maintenance of contacts with the Supply Division, Copenhagen on capacity building and other supply strategies. Interprets and advises the country office on policies and procedures impacting on offshore and local procurement and delivery. Maintains links with Copenhagen on PS transnational shipments, deliveries, claims and appropriateness of supplies.
Conducts research on supply chain initiatives with donors, identifies and recommends innovative approaches jointly with donors/partners. Maintains data on and evaluates local initiatives and overall performance, (competitive pricing, product quality and timely delivery). Assesses supply operations and control mechanisms and advises on appropriate actions.
Manage policy engagements, capacity building and knowledge transfer internally and externally to optimize national supply chains related to vaccines, Health and nutrition products. Effective collaboration and partnerships with other donors and implementing partners to improve supply chain efficiency in the country.
Designs and conducts training for government and other partners in supply chain management, in order to improve supply delivery
To qualify as an advocate for every child you will have…

An advanced university degree (Master’s or higher) in Business Administration, Management or a related technical field. A first-level university degree may be accepted in lieu of an advanced degree with additional two years of experience.
A minimum of eight [8] years of progressively responsible professional work experience at the national and international levels in supply/logistics management, four years of which should be in developing countries.
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
