In spite of its vast physical size and limitless natural resources, the Democratic Republic of Congo (DRC) is one of the poorest countries in the world, ranking 176th out of 188 countries in the 2015 human development report. Child poverty is widespread, particularly in conflict-affected and hard-to reach areas. According to a recent UNICEF study, 80 percent of children aged zero to 15 years old experience at least two major child rights deprivations. Despite sustained growth in recent years, the size of DRC’s economy remains far too small to provide enough government revenue to meet the basic needs of the population, children in particular. Since 2016, political instability, the persistence of conflicts in Eastern DRC and a sharp fall in global commodity prices have been aggravating factors.

How can you make a difference?

The Research Specialist, P3, will work to support operational IOA (Integrated Outbreak Analytics) studies under the MoH and with partners to improve the use of evidence in public health response. The role is to work specifically in government capacity strengthening, operational analytics and working with partners (government, NGO and others) to collaborate evidence and ensure it can be communicated in ways which can result in action.

The IOA objectives:

To drive comprehensive, accountable, and effective public health and clinical strategies for outbreak management and control;
To produce data from multiple disciplinary perspectives that can rapidly and systematically inform operational decisions;
To drive a holistic understanding of outbreak dynamics, and highlight the impacts of both the outbreak and response control interventions;
To advance local-and national level mechanisms and methods for relevant, useful, and rapid evidence-generation;
To build, strengthen and scale-up local, sub-national and national capacity to conduct IOA.
Summary of key functions/accountabilities

Support the implementation of the IOA annual workplan, developed with the MoH (provincial levels).
Coach, oversee and support field teams in how to turn evidence into action through the co-development of evidence-based recommendations and actions together with implementation partners.
Regularly deployed to new locations to set up rapid IOA studies and support based on needs and to return to existing study location to monitor the use of evidence and capacity strengthen.
Oversee the country-wide monitoring of evidence use by disease, location, study and over time. Ensure IOA results are shared across multiple levels/ actors (civil society, NGOs, national and international partner meetings) to facilitate use of evidence and actively participate in various coordination meetings, representing the IOA-MoH.
Lead and support the MoH in the set-up of provincial level IOA Cells (training on IOA methods, including evidence use).
Report and technical writing (presentations, briefs, etc) and knowledge management/ sharing.
To qualify as an advocate for every child you will have…

An advanced university degree in social science with focus in the field of: epidemiology, public health, anthropology or another relevant technical field.
Additional relevant post-graduate courses that complement/supplement Integrated Outbreak Analytics and operational research/ evidence use in humanitarian programming.
Minimum 5 years operational outbreak/public health research, working in humanitarian and development programme response (with UN-Govt-INGO) is required.
Must have worked in public health response (programming and research)
Must have demonstrated experience using evidence for action
Must have experience working in partnership with MoH
Must have experience managing national and international teams
Must have experience in both social sciences and epidemiology
Developing results presentations and reports
Experience working in public health emergencies is required. Specific experience is using evidence to inform outbreak and humanitarian response is required
Experience working in health research in humanitarian or development programmes is required.
Working in data science (R, SPSS) is an asset.
