Purpose of Activity/Assignment:
To support coordination and implementation of the induction phase of UNPRPD Inception Phase 4th Funding Round- induction workshop, situational analysis and development of full project proposal

Scope of Work:

Identify and engage with UN entities, national institutions, government departments, organizations of persons with disabilities (OPDs) and broader civil society actors in Mozambique to promote their participation and involvement throughout the induction process, including training, situation analysis and development of the full proposal aligned with the Convention on the Rights of Persons with Disabilities (CRPD) and disability inclusive Sustainable Development Goals (SDGs).
Coordinate logistics, arrangements for participants and/or personal assistants, including transportation, accommodation, sign language interpretation, among other aspects, to facilitate engagement of stakeholders to support participation, engagement and contributions of stakeholders in training, consultations, data collection and production of a situation analysis on the rights of persons with disabilities in Mozambique.
Organize, coordinate and deliver an inception training to selected stakeholders as per the induction package; and ensure quality check of translation of training materials into Portuguese.
Produce a situational analysis on the situation of the rights of persons with disabilities in Mozambique, including through desk review, stakeholders’ interviews and focus groups and field visits; and produce a user friendly and accessible situational report.
Facilitate the development of a full UN joint programme proposal that aims to advance CRPD implementation at the country level by focusing on the essential preconditions for disability inclusion across sectors, translating these into concrete policies, programmes, and / or services which lead to systemic changes through a cohesive, inter-sectoral approach.

An advanced university degree (Master’s or higher) in:

Development studies
Knowledge/Expertise/Skills required:

Research skills- data collection and analysis
Proposal development
Training and facilitation skills
Project coordination experience
Experience of working with persons with disabilities

Fluency in Portuguese and English
Previous experience in working on disability rights

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
