Purpose of Activity/Assignment:

The purpose of the assignment is to strengthen UNICEF’s response in the area of education access through a number of activities, including coordinating the education access working group within the Education Sector, conduct trainings on the steps to enroll foreign children in school and on birth registration to stakeholders who work in this area and implement the cash for education program in coordination with UNICEF staff and CSO partners.

How can you make a difference?

Scope of Work:

The assignment is divided into three main areas of work:
1) Coordination of the education access working group within the Education Sector. This includes holding regular meetings on different topics related to access to education, keeping a database of children enrolled and barriers faced in enrolling in school, highlight opportunities to expand education access work to new areas in the country. The consultant will also be the liaison between UNICEF and UNHCR and IOM for referrals of out of school children to be enrolled in school by UNICEF partners.
2) Training to stakeholders who work in the area of education access as needed within the Education Sector. Trainings are to be conducted for different professionals, from social workers, to outreach officers and case managers, and could also involve government authorities. In coordination with the Child Protection Section, the consultant will also provide trainings on birth registration following findings from evidence generation conducted by UNICEF in this area.
3) Implementation of the cash for education program, including identification of beneficiaries, communication with beneficiaries, follow-up with the service provider in the different steps of cash disbursement, post-distribution monitoring. The consultant will work closely with social policy, education, emergency and child protection teams in UNICEF office for the delivery of this part of the work.

To qualify as an advocate for every child you will have…

A Bachelor's University Degree in Education, or social science preferred, other university degree are acceptable with relevant work experience.
Minimum of 3 years relevant work experience (education, child protection, youth empowerment and participation) in the field.
Excellent knowledge of policy about enrollment in school for foreign children in Libya.
Experience in working with municipalities on enrollment of out of school children in Libya.
Proven track record in coordination with the humanitarian community in Libya, including UNHCR, IOM and other Education Sector members.
Fluency in English is required.
Previous experience with UN agencies including UNICEF is an advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
